ods for selecting and appointing or
fleers In American cities nnd of laws
nnd ordinances relating to such sub
jects.
The growth of the movement in
the last 10 years is shown by tho
fact that when the league was organ
Ized in 1894 there wore less than 50
local organizations giving either part
or nil of their attention to municipal
affairs, while now there are 600 of
these local associations throughout
the country.

the Northwestern University build'

ence was formally called to order by
the president, Charles J. Bonaparte
of Baltimore. Mayor Carter H. Hnr
rison and Prank II. Scott, president
of the City Club of Chicago, gavo
cordial wolcomo to tho visitors. For
latter response was niacin by Charles
Richardson, of Philadelphia, one of
tho pioneers of tho municipal reform
movement.
The first tenture of tho program
was tho annual report of the secre
tary, Clinton Rogers Woodruff of
Philadelphia. In the course of his re
marks Mr. Woodruff rcviowed the im
portant municipal happenings of tho
last year and commented in an In
teresting manner upon their signifi
cance.
The reports of the other officers
and committees followed. Professor
T. H. II. Roberts or tho University
of Denver presented a paper on "The
Denver Situation and tho Rush
Amendment." Professor Roberts ex
