wr PAGE 8IX. DA'LY EA8T OREGONIAN, PENDLETON, OREGON, TUESDAY, APRIL 19, 1904. EIGHT PAGES. AFTERTHE OFFICIALS LOCAL OPTION PEOPLE ASK FOR LAW ENFORCEMENT Captain Mahone Spoke In Pendleton Sunday Was Wltn President Roosevelt In Cuba Says Pendle ton Lacks Enthusiasm Will Put Every City and County Official on Record Must Be Either for or Against the Law. Captain L. D. Mnhono, who left this morning for The Dalles, In tho Interest of ti.o local option amend ment, anil who spoke la the Presby terlan church In this city Sunday morning, was a captain in Presl Roosevelt's regiment in Cuba. He is also an ordained minister of the .Methodist church and an active temperance lecturer. He is employ' ed by the Anti-Saloon League of Or cgon to make the present campaign for the local option amendment and for stricter law enforcement. Speaking of .Pendleton, ho said to the East Oregonlan that this city did not compare in enthusiasm to other "Eastern Oregon towns, in favor of temperance. Ho related his experi ences in the city of Union, in Union county. In that city the women's clubs had made efforts to enforco the Sun day closing law and the law against gambling, but had utterly failed be cause of tho lethargy of the city council In lending assistance. Finally they sent lor Mahone, who went Into tho fight personally, for Sunday closing and closed gambling. He brought charges against the lend ing saloon for keepjng open on Sun day and was beate'n In two cases, because of a flaw In .-o cltv ordi nance. He was not discouraged, but brought the third charge against tho same man, and In this caso was sue ..ccssfiil. The caso was heard before Judge Eakin, in tho circuit court and tho Sunday closing law was uphold, and now the city of Union Is closed .tight as a drum on Sunday and not a game is running unless It is be hind closed and locked doors, where the police cannot find It. .Captain Mahone says the laws of Oregon on these subjects are strong er than In a majority of cases, bvt that the enforcement Is woefully lax. If tho law was enforced In half the violations, Oregon would com pare favorably to other states, from a moral standpoint. In Ashland, the local option peo ple elected the city offjclals, closed down the gambling and shut up all the joints on Sunday. In Roseburg gambling was closed and n temper ance city administration elected. The same crusade Is now being carried on in Eastern Oregon. The Antl-Salonn League now has charges filed against Sam White, district at torney In Raker. Union and WJallowa counties, for disregard of the law against gambling. The case will be heard In June. At Tho Dalles charges will be brought ngalnst tho city officials for not enforcing the laws against gam bllng, and before the stnte election occurs, the league expects to have every city In the state either for or against local option, and will have placed them on record. They will work In every county in the state and will bring charges against every official who does not ' enforce the laws on too statute books. All they ask Is that the present laws be enforced and the local op tlon amendment to tho constltsllon lie passed to permit each communl ty to select Its own moral surround Ings.
