You may condemn the social and economic systems of Russia, and be little the hypocritical plea of the czar for arbitration, hut the fact re mains that Russia has long been the leading nation in internal improve ments and in the possession of pub lic conveniences which make country life worth living In the agricultural districts of that empire. The country road system of Rus sia and tho low expenses of travel over these roads cannot be equalled In the world. Everything throughout that vast empire, from St. Petersburg to the farthest confines of Siberia, are splendid public boulovards, or coun try roads, reaching into the remotest settlements, well kept and wide and built for easy travel and for speed. For 4,000 miles from Moscow to Central Siberia, reaches one contin uous boulovnrd, from 20 to 80 feet wide, over which the rate of travel by stage Is 85 miles per day, and on which the cost is but two cents per mile, while the same mode of travel In England and Scotland is from 8 to 12 cents per mile and while stage travel over the country roads of Or cgon Is 10 cents everywhere, with no attempt at a public road of the Hus slan excellence. The vast roads ramifying through the Russian territory attract settle ment along their borders and tribu tary districts and the country within a reasonable dlstanco of these roads supports every soul that it Is possl ble to support, on account of the great convenience to overy branch of industry. The government supports these roads, keeps them In the best repair, is continually leveling down the knolls and hills encountered and the Russian peasant at least travels on a decent country road although his other surroundings may bo misera ble. This country road scheme was one of Coxoy's Ideals and because it was Coxoy's suggestion, it was frowned down by the American politician and legislator. Coxey wanted the United States government to build a national boulo yard from one coast to tho other, scaling mountains und deserts and crossing streams In a direct lino across tho continent. His plan was to begin this magni ficent undertaking and let It bo con tinued at tho will of tho government, not to bo rushed to completion, but to bo a continual employment for tho idle labor of tho country, a work to which tho industrious worklngmon could always turn, when other em ployment was scarco or overcrowded. It might requlro a half a century to carry out the plan, but In that time tho road building of tho government would do away with tho tramp ovll by supplying work. No national scheme would bind the people moro closely to tho govern- Pendleton stands a better chance to get the headquarters of the order of Women of Woodcraft than any other Northwest city, if she makes the right effort. Several cities are bidding for It, some of them have of fered blocks of ground on which to erect the magnificent office head quarters and If Pendleton expects to be In the race, she must be doing something. The headquarters of this order means at least 20 high-salaried clerks and officials, whose incomes would be spent in the city, and whose homes would be permanently located here. The mail facilities here are unequaled in the Northwest. Eight through malls arriving and leaving this city dally, and the cen tral location of the city with refer ence to the membership of the Paci fic jurisdiction of the order, make Pendleton the ideal location for tho headquarters. The order will erect a splendid building somewhere this season. It means a permanent addi tion to the city which would be a prize well worth any effort, no mat ter how great. loaned by the city of Paris. The room for physical experiments is smoky, low, dark, moist and cold. It lias none of the means of carry ing out delicate experiments and no plant for furnishing electrical ener gy or high-temperature heat. In a great glazed shed there are two plain, wooden tables for holding flasks, capsules, furnaces, etc., and nil chemical operations must be per formed on these two tables. There is no hood to carry away vapors, and every time there Is a chemical reae tlon the room Is filled with fumes, nnd the nlr becomes irresplrnblc.' Patent Record. CRUSHES OUT THE LIFE The most loathsome and repulsive of all living thinirs is the seroent. nnd the vilest and most degrading of nil Iiuraah diseases is Contagious Blood Poison. Military rule still holds sway in soveral counties of Colorado. This Is a device of the state authorities to ovado the operation of an Injunction Issued by a stato court, commanding that banished union men bo allowed to return to homes and families man wis, no policy could be moro short-sighted on the part of those In authority, In the last analysis, gov ernment in this country Is based up on consent. Oregon City opens tho democratic campaign for president in Oregon by instructing Its delegates for W. R. Hearst. Tho opposition of tho money power and tho syndicates to Hearst's candidacy is making him stronger with tho people.
