To bo a street railway conductor. 2. To he a professional ball player.-. 3. To he able to lick the school principal. 4. To marry the smartest girl in the class. 5. To be the president of the United States. 0. To make a decent living. 7. To keop out of the poor-house. WHAT WILL THE COUNCIL DO? The only plan under which the city of Pendleton should grant a Jo year franchise to the Northwest-Jin Gaa and Electric Cbmpan is to take a nor cent of Its earnings for each ytnr. Under the plan now being consld ered Pendleton can only receive $7,000 from this company for 25 years, no matter If the city grows to ten times Its present size and the profits of the company Increase 100 fold. Do the taxpayers of this city want to barter away their matchless pureless, rights for a pittance? Do they want to give to this com pany the exclusive privilege of sell lng light and power In this city for tho noxt quarter of a century with out Increased rental from Its e' tending business? Grant this franchise under onty oue condition: that the company pay the city a per cent of Us annu al Income, and that its plant nnd business In this city he subject to purchase by the people at any time dating from the day the franchise Is granted. In this way as the city grows and the Income from this monopoly In creases, the taxpayers will receive n proportionate remuneration for .the value of their franchise. Think of giving away a 25-year franchise In the city of Pendleton on the basis of 6,500 population! What a pittance this proffered rental will be In a city of 20,000 peo pie, which is possible in 15 years from today! Think of paying a fuel price to this company fixed on a basis of present fuel values, when develop ment In tho next 10 years may bring coal to Pendleton at one-fourth the present cost! Selling a franchise for a quarter of a century In a thriving, growing, developing city Is no small matter. You are not dealing alone with ipresent issues and emergencies you are toying with the rights of tho coming generations! Give Pendleton a perpetual per cnet of the incomo and leave the door open for municipal ownership, at any time tho people see fit to cm brace the opportunity. The taxpayers do not rightly est! mato tho enormity of tho question now being considered by the city council. All franchises belong to tho peo ple.. Tho council should grant no franchise until tho people voto on the franchise question. Call a mass meeting and talk over tho franchise Issue. Tho council Is considering a prop osition to barter away for tho insig nificant pittanco of $7,000 a 25-year exclusive prlvllego that would bo worth $50,000 to tho people of Pen dleton, at a moderate rate of busi ness expansion. What wll you do? Less than two weeks remain In which tho school room question In ; Pendleton must be threshed out and settled. It would be criminal to fall to provide school room for the grow ing children this year. The condi tions surrounding them make or mar their lives. They must accept whatever the community provides for them. They cannot choose, they can only suffer or enjoy as the con dition imposed upon them Is oppres sive or pleasant. Nothing must be left undone by the board to meet tho requirements of the taxpayers. The board must pass this question up to the citizens of Pendleton and remove every obstacle complained of. Make It known Just as quickly as possible where these buildings are to be erected so there will i-e no excuse for voting down this question of light, health and happi ness for the helpless school children of Pendleton. Make It a fair and square issue that cannot be dodged this year on any frivolous techni cality or objections, whether this community wants suitable school fn- " j cllitles or not. The children are here, not by their choice, and the parents who must answer for their keeping are responsible for the con ditions that surround them. Pendle ton has built up ner private schools by public subscription, largely; now provide for the children that mint attend the public schools. IN MORMONDOM. It is no more dishonest or disparaging for W. It. Hearst to contribute to a cause he loves, vol untarily nnd willingly, than It was for Marcus A. Hanna, John Wann maker or William McKinley to con tribute to their chosen cause.
