The squandering of public funds Is exemplified In the construction of an $S,000 steel bridge in thnt portion of the county known as Snake Hlvcr precinct In Malheur county, and against the expressed wishes of the voters of that precinct. A toll charge of $1 per head on all travelers using the bridge, would not have paid the statutory interest charges on the cost. U is at the present time col lapsed and a total wreck, a monu ment to the greed of a few real es tate boomers, and the county tax rate crawls higher. It Is time the political grafters Irrespective of par ty, were dethroned and a legitimate effort to fill county offices with the best materlnl obtainable, be made, and those who have shown them selves capable and painstaking given a renewed lease. Spring Work Delayed. The grou.id is covered to the depth of about three Inches with snow and ail farm work is at a standstill. In the Gilford section the snow is much deeper and the snow extends Into the Tom Beall creek section. Spring nlowlng has commenced on the lower bench land, but it Is estimated that all work Is at least a month inter this season than last. The farmers believe that even though the seeding will be later than common the prospects for a crop have never been better. Every fmmer In this section Is preparing to seed every available acre of land, as it is generally believed that the price for grain this season will be excep tionally good. They Are In Demand for the Philip pine Service. Washington, D. C March 29. There are scores of openings for young men In the Philippines, ac cording" officers of the Insular bu reau of the war department, and a series of civil service examinations begun today Is expected to fill a large number of them. The largest numher of places are for male teach ers, but there are places as telegra phers, as officers of constabulary and as livestock experts. In appointing officers to the con stabulary preference Is given in every ense to men who have served In the United States army, have had military training In a military school or some experience In the national guard. The telegraphers are to be used along the lines of newly con structed telegraph which are rapid ly spreading to all parts of the islands, and which are owned by the government. The livestock experts are wanted to, have charge of the line stock to be sent to the Islands for breeding purposes. PREJUDICE AGAINST TRIB. Dr. L. E. Bullinger.'of San Francisco, Expresses an Opinion Regarding the Greatest Liquor Habit Cure on Earth. Dr. L. E. Bulllnger, of San Francis co, writes: "I was prejudiced against TRIB, coming to me as It did. but I see now I was mistaken.
