The congress will be attend ed by representatives of all the countries within the Postal Union in Europe, America and Australia. Former Congressman Loud, of Cal ifornia, has been designated to rep resent the United States govern ment. A determined attempt will be made at the congress to obtain ac-pBiitnnr-p of the orlnclole of univer sal penny postage. Sir Joseph Ward, postmaster-general of New Zeland, will move a resolution de claring Its desirability.
