Washington, D. C, March 15. Two
Important naval bureau chances were
made today consequent upon the re
tirement for ago of Hear Admiral
Charles O'Nell, who has for seven
years been chief of the naval bureau
of ordinance. Admiral O'NoU'b suc
cessor as chief of the bureau of or
dinance Is Hear Admiral Oeorgo A
Converse, who In turn Is succeeded
as chief of tho bureau of equipment
by Captain Henry N. Manney, until
now on duty at tho naval war col
lege. Hear Admiral O'Nell retires from
actlvo servlco with a notable record
as a sailor and a sea fighter. Ho Is
practically tho last of tho men who
roso from tho lower grade In tho
navy to tho highest and becamo in
ternational authorities by only tho
force of their practical knowledge
gained by hard knocks "beforo tho
mast." Ho went to sea first as a
moro boy, his father being ono of tho
oldest sea captains of Iloston. On
young O'Ncll's second cniiso he was
shipwrecked In tho East Indies and
was adrift flvo days In a smnll boat
with a few companions.
when tho civil war broke out Hear
Admiral O'Nell was ono of tho first
to volunteer in tho navy. Ho was
appointed a master's mato and was
in this rank on tho famous Cumber
land when sho was sunk by the Mer
rlmac. For his action in this Inci
dent and his rescue of Lieutenant
Morris ho was promoted to bo an ac
tlvo master in tho navy and saw ac
tlvo service In many ships and fights
during tho war.

Washington. In 1897 ho was elevat
ed to tho rank of captain, and a short
time after ho was appointed to suc
ceed Hear Admiral Sampson as chief
of tho ordnances bureau. Ho com1
manited the American ships at Illue-
flolils, Nicaragua, during tho troubles
there Just previous to his appoint'
ment as ordnance chief. Ho also
commanded tho cruiser Marblehead
at the exorcises marking tho opening
of the Kiel canal.
Rear Admiral O'Nell, llko Admiral
Melville, who for years was chief of
the bureau of steam engineering and
acquired a world-wido reputation in
that position, never spent a day at a
technical school. Ho studied theory
during his spare timo and with the
aid of his practical knowledge ho
has produced tho most powerful
naval guns In tho world. Because of
his wldo knowledgo of ordnance, tho
department is loath to part with him
and though ho has reached the limit
for actlvo sorvlce, it has been decid
ed to send him abroad in tho near
future to study foreign armor plate
and tho manner of its production in
order to see whether thoro Is any
thing for tho American navy to learn
in that lino.
Rear Admiral George A. Converse,
who succeeds Hear Admiral O'Nell
as chief of tho bureau of ordnance, Is
also regarded as ono of tho most
thorough o0icers In tho service. He
Is a native of Vermont and graduat
ed from the naval academy. Ho
commanded tho cruiser Montgomery
In tho Spanish war, and was until
recently In command of tho battle
ship Illinois. He is considered ono
of the best authorities on naval tor
pedoes. Tho appointment of Captain Henry
N. Mannoy to succeed Rear Admiral
Converse as chief of tho bureau of
equipment nas a particularly Interest
ing feature. Among oQlcers hero
tho appointment Is credited to tho
president's admiration for his cour
ago in taking tho battleship Massa
chusetts, of which ho was In com
mand, through Hell Oato about two
yoars ago, a feat which called forth
much admiration at tho time. Tho
battleship was hpund for Boston.
Captain Mannoy might havo gono tho

peace. Ho made tho dangerous pass
