W. and Masons Will Conduct the Funeral Tomor row at 2 p. m., From the Residence. George W. Luper died Sunday morning at his homo In North Pen dleton after a protracted Illness with Brlght's disease. Tho deceased was 51 years of ago and left a widow and threo married daughters Sirs. Pago Evans, of this city; Mrs. Ed Brown, of Spokane, and Sirs. John Gore, of Portland, all of whom are now In tho city to at tend the funeral. Mr. Luper had been a resident of Pendleton for some time, and was well known as a farmer of exper ience and ono who had been pros pered. For many years he was one of tho well known residents of Al bany, Or., near which city ho had ono of tho largest and most highly cul tivated farms In tho upper valley. Ho was a member of Safety Lodge No. 13 of tho A. O. U. W., of Albany, nnd was also a prominent Mason, and these orders will havo chargo of tho funeral, which will bo held from tho resldenco tomorrow afternoon at 2 o'clock. Mr. Luper, after selling his proper ty in tho valloy, bought a large farm in Washington, and has been In tho habit df spending the summer thero each year, while ho spent tho winter In Pendleton with his family. Miss Pearla Allen died March 4 at her homo at Fond du Lac, Wis., of quick consumption. Miss Allen be came tho friend and acquaintance of many Pendleton pooplo during her protracted visit hero In 1902, with her frlond, Mrs. H. E. Cook, and her sudden and unexpected demise will bo a great shock to all. After leaving here Miss Allen was until a short tlmo ago assistant ma tron of tho McKlnloy Orphans' Homo at San Francisco, resigning and go ing homo to Wisconsin only a fow weeks ngo, when attacked with her last Illness. GOVERNMENT FORCE WILL BE INCREA8ED TO 15 MEN, WILL RESIDE IN PENDLETON. John T. Whistler Will Arrive Soon With His Family. John T. Whistler, tho government engineer who is In chargo of the work being done In this part of tho country by tho reclamation depart ment, Is oxpected to reach this city during tho current week. Ho will bring his wife and family with him, and will make this his homo In tho future Mr. Whistler has been In Washington, D. C, during tho win ter, working on tno report which ho Is required to make to the govern ment on tho progress of his work here. Tho whistling by switch engines which work all night In tho railway yards in nnd near cities is permitted In no country other than America. At the last meeting of the council It was decided that tho proporty owners along Wobb street would havo to grade tho street from one end to tho other, and that the cost of the work should bo borno by them. Tho matter was put Into tho hands of the street committee, and now some of tho peoplo aro out with remonstrance which Is being numor ously signed, asking tho council to reconsider its action. Tho remonstrance sets forth that some of tho residents of tho street have graded their parts and havo borno tho expense, and aro not at this tlmo financially ablo to do tho work again. They wish to havo tho matter delayed. Some years ago it was decided by tho council that tho street needed fixing, and tho mandato went forth. Tho railroad company started In near their freight dopot and put In several blocks of gravel which is still In good condition. At tho other end of tho street a man was hired to haul gravel Into tho Btreet, nnd brought on an assortment of rock and boulders that mado tho street moro impassablo than before. Tho property owners kicked, tho city filed Hens on i.ie property which are still unpaid, and tho matter died That Is tho present status of tho matter. What tho council will do is a question. Somo of them aro In favor of putting tho Btreet on grado at this time, and others would Just as Her wait a short time. The city will bo compelled to have a rock crustier in a snort tlmo. u has been proven that gravel will not do In street work. Tho rocks are too big and too round, and hnlf of them havo to bo raked off tho streets after thoy aro put on. On the other hand, tho crushed rock Is known to bo good, and if tho city Is to havo good streets it must get a crusher sooner or later, and fix tho grades perma nently. From the way tho question looks at this tlmo It Is probable that tho council will recognize the romon strnnce and allow tho street to go as it Is for a tlmo or until somo lasting and acceptablo improvement can bo made. Camp Is Now Located 27 Miles West of Echo at "The Buttes" Water Being Hauled Five Miles to Supply Camp Surveys Will Be Vigorous' ly Prosecuted This Year. Engineer Edmund S. Davis, who has temporary chargo of tho govern ment survey In the absenco of John T. Whlstlor, Is now located with a crow of soven mon, at "Tho Buttes," 27 miles west of Echo, and 10 miles from Castlo Itock, at a point at which tho lower reservoir for tho Echo Ir rigation tract will bo located, Survoys aro being vigorously pros ecuted and tho forco of men will bo Increased to IB this week, nnd two teams will bo added to tho equip ment. Supplies aro being hauled out from Echo, nnd at present it Is nec essary to haul water flvo miles to supply the camp. Tho crow Is working eastward from "Tho Buttes," and will cover every foot of country included In tho reservation, between now nnd fall. It is now tho plan of tho govern ment to build a reservoir In tho nat ural basin formed by "Tho Buttes," to bo about six miles in length when completed. Tho main canal will lead from tho Umatilla river near Barn hart on tho high rlHgcs extending along the south hank of tho Umatilla to intersect other reservoirs en routo and at last empty Into this lower storage basin. The government survey will bo vigorously prosecuted this season, In order to bo ready to begin actual work on tho proposition next year, if tho plan Is nccopted as feasible Machinery nnd tools will bo turn Ished with winch to prospect for un derground water, nnd also to mako Investigations as to the depth of tho bedrock In tho reservoir basins.
