The Union Refuses to a Certain Ar bitration Plan Submitted to Them, Claiming That Arbitration Never Comes Their Way Only an Eleventh-Hour Compromise Can Prevent a General Lockout, or Go ing Out of Lithographers All Over the Country. After a series of futile conferences between the employing lithographers of tho country and representatives of the various unions In tho trade, 10,000 skilled workmen In the United States and Canada will he locked out tomorrow morning unless the eleventh-hour settlement is readied, and this is not expecteu. For several years there have been sorlous differences between the era nlnvprn nnd thplr workmen, tho his tory of the conflict being very simi lar to tho disputes between tho build ers and their workmen which brought on the big strike in New York last spring.
