the court house tonight. The school
board wishes to know what public
sentiment Is before making any
definite arrangements about the
school buildings. There must bo no
further delay In this matter. There
-should be an understanding between
the people and tho board, before the
bond Issue Is put to a vote. Pendle
ton needs moro school room and
needs It badly. Within the past year
the school population has Increased
nearly 100, or enough to (111 two largo
rooms. Tho old frame buildings have
been partially condemned by tho flro
committee, showing that It is useless
to patch up and worry along with
old structures. If tho citizens want
two ward schools, now Is tho tlmo to
say It. Tho board wants to know
what tho patrons of tho schools
think nboiit tho matter. If tho city
demands but one largo school houso
In tho west part of town, or north of
tho river, now Is tho tlmo to let it
bo known, but don't stay away from
the mass meeting and then after tho
board begins to formulato plans for
tho relief of tho congested condition,
begin an unjust fight on public
school Improvement, because tho
plans of tno board do not suit you.
Now Is tho tlmo to talk. That is tho
purpose of tho mass meeting. Pub
lic sentiment should bo expressed
freely and fully, so tho school board
may know tho wishes of tho people,
and there will bo no further delay in
meeting tho pressing demand for
room. Attend that meeting tonight,
prepared to express your opinion,
That is tho object of tho meeting.
Tho Orango Is making a constant
growth In Oregon and promlseH to
rival tho labor union, In bringing tho
farmers to rccognlzo tho dignity ot
tholr calling. Tho Orango Is coming
with no flourish of trumpots. It nas
oxlsted In Oregon for 30 years, with
actlvo local and county organizations
In Wlllamotto Valley counties, during
all thoao years. In Clackamas coun
ty especially, tho Orango has wiped
out on enormous county dobt, with
out raising taxes. It has appointed
committees to Investigate county of
fairs, curtail useless expenses, do-

ers and the city council will be nak
ed to reconsider Its order for the
early improvement of this street. In
view of tho fact that a portion of
Webb street has been graded In the
past at the expense of certain prop
erty owners, It Is Imperative that
these parties are not compelled to
pay for a second graulng. The coun
cil should postpone the matter of
grading the street, until a special
committee from that body can Inves
tigate and ascertain who have paid
for grading In the past, In order to
relievo them from this added burden.
Webb street should be graded at
once, but no property owner should
be oppressed in tho task. Every
property owner who has graded In
the past should be excluded from this
order. The city should bear any ex
pense that will bo necessary on prop
erty that has been taxed once for
this purpose. Those taxpayers who
obeyed the order of tho council some
years ago, and graded their portion
of the street, havo a Just kick
against paying this double burden.
but thoso who failed or refused to
grade at that time, must stand the
expense. There are poor people on
Webb street who cannot afford this
expense nt this time, without serious
Inconvenience, and tho council
should make It a special order to as
certain Just how many, and who, of
the residents have once been taxed
for this grading, and readily exclude
such from this order. The East Or
egonlan declines to sign the remon
strance, for tho reason that It Is wil
ling to bear Its portion of this need
ed improvement at any time, but It
believes that thoso who are being
taxed twice for this purpose should
recelvo favorable consideration from
the council and It urges the council
to look into tho matter and bo sure
that no citizen be oppressed through
this order to grade Webb street.

tho reclamation of Umatilla county

THE LAW IN GERMANY.
In a (it of temper a kuchenmald on
a Hhlne steamer throw overboard all
tho pots and pans she had to clean.
There were two previous convictions
against her for theft, and she was
accused of stealing the pots and
pans. The Cologne judges held how
over, that as she had only thrown tho
utensils overboard tho charge of
theft could not be sustained, and
they further decided that she could
not bo convicted of damaging her
employer's property, inasmuch as
the pots and pans were probably re
posing uninjured at the bottom ot
tho river.
Against this judgment an appeal
was made to the high court In I.olp-
slc. The judges there also camo to
tho conclusion that the case could
not be dealt with as ono of theft, nor
could they see that any evidence of
damage to property had been ad
duced. Hut at the same time the
high court declared that the senti
ment of justice Imperatively demand
ed the punishment of the guilty girl,
and the matter was accordingly re
ferred back to tho judges of Cologne,
with instructions to ascertain wheth
er, after all, the pots and pans might
not have been damaged by rust, or
by the splitting off of the enamel, or
by the shitting of the pebbles on the
bottom of tho Hhlne. The end of
the case, which has already lasted
nine months, has not yet been
reached, London Truth.
