Three Hours to Be Clipped From the
Running Time Between Chicago
and Portland Earlier Train Will
Affect Portland In the Way of Mall
Delivery.
'Business houses will get their
mall the same afternoon it comes In
If the Union Pacific train arrives
promptly Instead of waiting until the
next morning', as is the case at pres
ent," said Postmaster F. A. Ban
croft to the Oregon Dally Journal.
The proposed change, as I tinder-
stand it, is that the train will leave
Chicago one hour earlier and will
mako up two hours or more over the
nresent schedule between thero and
Huntington, and this will give us tno
afternoon mail at least turee nours
earlier than at present. If the train
does not arrive on tlmo then tne
mail will have to Ho over until the
following morning, the same ns It
does now.
"It will not make any change In
the delivery in the resldenco dls
trlct. The business houses are tho
only ones that will be benefitted. Tho
carriers work eight hours a clay, anil
If tho mall is not hero on time they
cannot wait for it, for that would in
crease the length of their day be
yond the time limited by law.
"Those delivering in the business
district begin work at 7 o'clock in
the morning and quit at 4, and in the
resldenco district the day begins at
8 o'clock and ends at 5; in either
case there Is not enough' time left
In the afternoon for them to wait for
the mall if it is late.
"The carriers serving the resi
dence district have to leave the of
fice before the time for tho arrival
of the mall, under the proposed
schedule In order to make their af
ternoon rounds.
"I have not received any official
notification of tho change, but a rail
way mall clerk told me this morning
that an Oregon Railroad & Naviga
tion company official had Informed
him that this change would be made.
"It Is customary to make a change
of this nature every spring, but this
year It is being made earlier than
usual.
"The Union Pacific and tho O. It.
& N. are the roads concerned. I do
not know of any others having in
contemplation a change of time
which will affect the arrival or de
livery of mall."

ciation, expressed tho surprlso felt
by the association In general and
by themselves In particular at tho
recent decision or tho supreme court
of the state against tho sheepmen

pellants. Tho sheepmen appealed from tho
decision of the district court of El
more county, which nwardod dama
ges to Walling for depredations com
mitted by sheep belonging to tho
appellant and grazing witinn iwo
miles of tho plaintiffs dwelling.
Mr. Gwlnn snld: "Wo intend to
take the case to the supremo court
of tho United States juBt as fast as
the legal machinery can bo made to
do it. The question is different from
that of Sweet vs. Dallontlno, decided
a short time ago.
That case was ono In which tres
pass on tho land of the plaintiff was

President McMillan said that tho
contention of tho woolgrowers is
that tho two-mile limit law Is In fact
class legislation. It provides that
sheep shall not graze within two
miles of tho resldenco of a settler
while, so far as the law is concerned
cattlo may graze up to tho very
doors. Tho sheepmen, ho said, wero
bitterly opposed to being discrimi
nated against In this way.

magnates of tho organization as
sembled at tho Fifth Avenno hotol
to discuss tho schedulo and other
matters pertaining to tho loaguo'fl
affairs for tho coming summer. Tho
schedule comraltteo composed of
Comlskey of Chicago, Mack of Phila
delphia, and Kcllelea of Iloston has
prepared Its report and It will bo
submitted to tho meeting.
No announcement has boon mailo
regarding a conference with tho Na
tlonal league, but as nearly all of
the big men of the rival organiza
tion aro in tho city It Ih possiblo
that the two schedules will bo com
pared before their final adoption,
and mutual concessions made so as
to avoid as much as possiblo con
flicting dates In tho cities where
both leagues have clubs.
New O. R. A N. Engines.
Tho Oregon Short I.ino has Just
received 16 new passenger engines
of the Atlantic- type, ono of tho most
Improved classes 'of engines built.
