The city of Pendleton is in debt today over 200,000, di- vided as follows: General bonds, $75,000: Levee bonds, '!' $40,000; water bonds, $45,000; sewer bonds, $30,000 and a floating warrant Indebtedness of over $10,000. The pani. san administration, which has just taken charge of the af. fairs of the city, instead of conducting the business of the city on economical lines to get out of debt, has raised the salary of the city recorder $25, per month, making an in- crease of $300 per year, creat. ed the useless office of sewer inspector, at a salary of $40 per month, or $480 per year, and today gave the city adver- tising to the highest bidder the Morning Tribune, which bid 6 cents per Inch, against 5 cents an inch bid .by the East Oregonian. This is the kind of "bus. iness administration" now In charge of Pendleton. These two fossilized partisans have shown the most woeful laefs ot com mon Imslness principles In this deal that has ever been exhibited In this city. After asking for bids, In tho discharge of their duties as public servants, they dishonestly ignore the lowest hid, In their determination to reward n sheet that exists only be cause It Is a partisan tool, and wil fully pilfer the city treasury on a plain business proposition which they made to all papers alike, on tho un derstanding that tho lowest bid would be awarded the work. If this is the result of politics in the city elections, the people will soon get enough of It. If the pub lit' funds are to be parcelled nut to partisans without regard to the In terest of tho taxpayer, the sooner the people know It, the better. This paper lias maintained an In- I dependent position on all questions. defending the public interest against the grafting of any ring, no matter what the politics, and stands today for the interests of the city, in every matter of expenditure. Had the opposition paper submitted a lower bid for the advertising, not one word of complaint would have been uttered. It the people would have saved money by accepting the bid of the Tribune, not one word of censure would have been justified by the action of these eouncllmen. But the job is so coarse and glar ing, the dishonesty so apparent, that It will nut be allowed to rest until the citizens know how they are be ing robbed and hoodwinked by these political tricksters who sit in the council like wooden men and vote "yes" or "no" as they are told. Ferguson, awarded the city advertis ing to the Morning Tribune, at C cents per Inch, over a bid of u cents p;r Inch from the East Oregonian, It Is a plain, coarse, bungling in excusable "job" to rob the taxpayers and reward a groveling partisan who has appealed to the lowest Instincts of the voters for the past year, In an effort to make the city government a grab bag for the politicians. In the first place, B. F. Itenn sign ed a petition to the council two weoks ago, asking that body to give the city printing to the Tribune with out the formality of asking for bids. He was willing to give that paper full sway, without restriction as to the price or quality of tho work. Ho prostituted his office of coun cilman to drag a vllo political preju dice into tho business of tho city, and showed an utter lack of practical bus iness senso or management. Defeat ed In this by the Intelligent men in tho council, he then Ignored tho bid made by this paper, so determined was ho to do the bidding of a parti Ban "heoler," and consented to rob the taxpayers by giving tho work to "the paperTiTddTng highest, Instead of to tho lowest bidder, as instructed by tho council. On Wednes .ay afternoon, January 26, while horses nnd cattle were freezing to death In their barns In Southern Michigan, tho thermometer stood at 70 degrees above zero In this city, and the doors were all opened to catch the sun shine.
