The building of the Charleston was authorized by an act of congress in 1902 and her keel was laid last year at the 3'ards of the Newnort News shipbuilding nnd dry dock company. Accorning to contract the vessel will be ready for delivery to the government wlthtn twelve months from date, and will cost $1,- 40,000.
