The prompt action of the council
in responding to the call for better
protection for the public in Pendleton
theaters Is highly commendable. Peo
ple may visit a fire-trap every night
for a dozen years without a mishap
nd yet a terrible accident might bap
pen any night. Human life Is a aa
ered thing to toy with.
The East Oregonlan Is touched as
ieeply as anyone with the thought f
a legal execution, and the destruction
of a life by law. It regrets the social
system which legalizes murder. It
believes that a criminal could be
made to pay a greater penalty for lis
crime by working at hard labor for

"use" the city council for personal
objects. Wednesday night, the Morn
ing Tribune now Insults the mayor
and members of the council, by mat
ing a childish and sickening squeal
because its dishonest efforts were
fruitless, before that intelligent body
of citizens. For 2i years the East
Oregnnian has been -ue only real
newspaper published in Pendleton,
and the continued patronage granted
It by successive city administrations
despite the cheap efforts of mush
room political sheets to make tools
out of city councils, proves to every
fair-minded citizen that although
this paper has occupied the fielu '
alone. It has never abused a privilege
or betrayed a trust. The city will
continue to be conducted on the same
intelligent ,.nes, as In the past, de-'
spite such groveling tricksters who
would convert" the municipal govern
ment into a political grab-bag. The
mayor ana council are to be com
mended for the hard slap they admin-'
Istered to this first attempt to 'touch"
the tax-payers through them. '
The petitions asking for the direct
primary amendment to be placed on
the official ballot at the coming elec
tion are expected to arrive at the
office of the county clerk today. These
petitions 'must be filed with the secre
tary of state by February C. and ..he
friends of this movement must lo3e
no time. The petitions should be en
ergetically circulated, by everybody
who can spare the time. The amend
ment should be voted on this year.
The corrupting influence of the polit
ical convention is more and more ap
parent every year, and voters of every
party are pushing this amendment,
to give the sovereign citizen an equal
chance with the politician, in nominat
ing public servants. The amendment,
If adopted, provides that primary
elections shall be held in due time
before each general or special elec
tion, and that ever" qualified elector
in the state shall vote at this primary
election for his choice Qf candidate,
to be nominated for the different nf.
