In the Tribune yesterday morning an nouncing that tho state land board had denied tho application of the Idaho river Improvement company for ; a river Improvement franchise on the north fork of the Clearwater river, was read with much cheerfulness by the I-ewlston people yesterday. All the independent mill men on the river joined In the movement, fully realizing what a monopoly of that stream by any concern meant.
