Petition to Incorporate Echo Was Turned Down Little Walla Walla Irrigation District Now Fullv Or ganlzed Application for a Liquor License Was Turned Over Jury Will Do Drawn fcr Coining Terms of Court. The county court met this morn lug for Its January term, and has been busy all day looking over tho bills of the past month and in clos ing up the business of the county for the year A road petition was presented by llrady Howdyshell and othors, ask ing for a road In sections 32 nnd 33, in township 3, north of range 32 east. It is asked that a road bo allowed to connect tho Pendleton and Stage Gulch roads and the now road run ning up tho gulch from the north of S. M. Richardson's ranch. Petition to Incorporate Echo. A petition was presented to the court by a number of the residents of Echo praying for tho incorporation of the city of Echo. The matter was presented to the court by I A. Esteb of Echo, while the remonstrance was presented by tho firm of Ilalleray & McCourt in behalf of a number of people in the place who did not wish to have the town placed under Incor- I F. & S. Hunt, who brought tho remonstrance to tho city and was present nt tho meeting of tho court. After somo discussion the court fail ed to grant tho petition. It was al leged by tho remonstrants that sev eral of thoso on tho petition wore not residents of Echo and did not hold property there. Election Affirmed. . An order was made by the court afllrmlng tho election recently held In tho Kittle Walla Walla irrigation district. This will allow tho people at tho head of tho incorporation scheme to go ahead with tho work of putting tho machinery of tho dis trict into working order, Application Turned Over. An application for a liquor license by A. B. Stevens, of Umatilla, was reinsert by tho court on tho ground that the original petition was not presented In the court. The petition er claimed that ho had had the peti tion made nnd presented in duo form, but that It bad been lost. He will now have to wait till the next term of the court before ho can secure lis license. Jury Will Be Drawn. At this session of the court the jury list will bo drawn for tho three sessions of tho circuit court. Owing to the satisfaction glvon l.y tho carriers nnd by tho increase In work caused by tho decision which went Into effect the first of the year In relation to their increased terri tory, the office has recommended to tho department that thoir salaries be Increased $250 n year each. The do partment has ruled that tho carriers will have to deliver man any place In the city, nnd outside of the limits, providing that there Is a continuous sidewalk to tho point of delivery from tho limits of tho city. All points In side of the limits will bo served whether there is a walk or not, pro vided thac tho parties comply with tho regulations providing for the placing of numbers on thoir residen ces and properly notify the postofllce of their desire to have their mall de livered. The Increased work brought about by the now ruling In tho matter of delivery will also necessitate a now carrier by the fall season. It will lio possible for the present forces to de liver nil of the mall In good season during the summer, and whlto the weather Is good, but tho tncrcaso in the city, and the consequent greater amount of matter tA lie handlod will call for another man Insldo of a year and this has been recommended in the report from the local Office. The boxes which have been io- ceived for tho convenience of the natrons of tho olllco will bo placed by the first of the coining month. It was necessary to send tho location o the boxes to Washington to get the approval of tho department, nnd It Is thought that this will bo roturned and the boxes In by the time named.
