Stock Are Safe.
A number of stockmen who havo

horses, cattle and sheep are winter
ing well. Sheep havo been getting
all they can oat on the open ranges,
while horses and cattle havo required

Archbishop Dourne is the fourth
prelate to occupy the archeplscopal
throne of Westminster since the
Catholic hierarchy In England was
restored in 18S0, by the appointment
of Cardinal Wisemap, who was fol
lowed in turn by Cardinals Manning
Archbishop Bourne Is in bis forty-
third year, having been born at Clap
ham on March 23, 1861. Ho was ed
ucated at St. Cuthbort's college,
Ushaw: St. Edmund's college, ware;
St. Sulnlce. In Paris, and finally at
Louvaln university. Ordained priest
in 1884, he worked firsi. at IllacK
heath, nud afterwards at Mortlake,
West Jrlustead, and Henfleld, Sus
box. At the latter place he establish
ed a seminary, and In 1889 ho was
appointed rector of tho Southwark
Diocesan bemiuary, near tjumora.
In 1895 ho was named domestic
prolate to Popo Leo XIII. On May 1.
1893, Cardinal Vaughan consecrated
him titular bishop coadjutor to the
Bishop of Southwark, with tho right
of succession. A year lator tho great
ago of Dr. Butt led him to resign the
bishopric of Southwark, and thus Dr.
Bourne, when quite a young man, was
called to rulo over tho vast uioceso
in which ho had worked throughout
his priesthood. His appointment as
coadjutor was entirely unexpected,
and it met with much opposition,
chiefly on tho ground that he was
quite an Unknown man. As time
went on, however, ho became recog
nized ns nn able bishop.
At the rate that tho public lands
are now being disposed of, there will
not bo nn available location for
homesteader within less than throe
years, unless it might bo some nook
or cranny between tho foothills which
tue adventurous livestock man has
overlooked, or has hoped to hold
without plastering a government
claim upon it.
This condition was recognized by
congress In tho national Irrigation
bill, which was enacted into law twe
years ago, for that mcaBuro is nrac
tically an amended homestead law,
and so far as is possible tho land to
be irrigated Is safeguarded from
