Simon Woolf Balnbrlth called at the state department this morning, and personally presented a petition. On good authority It was stated this afternoon that secret orders have been Issued to the commanders of troops in vari ous sections on tlio Pacific Coast, to prepare their men for Instant service at Panama, In case, necessity arises. Orders wero sent at the Instance ul the genoral staff, which believes fight ing will occur.
