His wishes have been so clearly sot forth many limes since the necessity for the special session Uecame appar ent, and while he sent out letters to the members, exacting a promise to consider nothing hut the tax law. he did not obtain direct promises from but a small majority of the members. Special Session Justified. The pressure brought to bear uh u him from the different school districts of the state, and from some of the counties, which were in bad lliianelal condition Justified the spoclal session, although tho members, after conven ing, saw fit to prolong the discussions Into weeks, making it extreme! cost ly for the people, and providing an opportunity to politicians to "trade" and Jockey on local measures. It is believed in Eastern Oregon that the Multnomah county delegation will he squarely against the portage road when the session convenes, and one of the first matters to be consld ered will be the partial repeal of the portage road hill, and the transfer ol the appropriation to the purchase of the right of" way for the ship canal. Umatilla county members of the I legislature are In favor of the short est session possible, the adjustment , of the new tax law nnd adjournment ' without a word of discussion on any side issue which will prolong the ses sion, to increase the burden on the taxpayers. As has been repeatedly said by the members from this county, they are all unqualifiedly opposed to the re peal or modification of the portage road law. unless it can lie proven be yond doubt thnt it lias served its pur- ' pose and that quicker relief could bo afforded by tue construction m mi ght) canal. I I have received letters from members of the legislature from different sec tions or me state, requesting inni i sanction the consideration of various other tills. "! do no: believe that It is business policy and Justice to the taxpayers at this time to allow on extended ss.-t-slon of the legislature. I still, as heretofore, oppose the consideration of any measure presented aside from the tax law. "I have not the power, of course, to obstruct or prevent the Introduction and passage tif bills which "may bo ad vocated If a majority of the members favor them. My recommendations In the message will be against the tak ing up of nny business outside of the tax issue, which is paramount and upon which dends the progress and welfare of the entire state.
