Salem, Sept. 15. In view of the
fact that tho loans from the school
fund have exceeded the repayment of
loans by $:;00,000 In the past vear.

The decrease in the surplus funds
Indicates a radical change in busi

possessed them and they are now
borrowing for the purpose of Inlying

Legitimate Investments.
