LAW TO REGULATE THE
PLUMBING OF CITIES.
Careless Wording of an Act Passed
by the Last Legislature Who Will
Comprise the Board of Plumbing
Inspectors In This City? A Duty
That Is Up to Mayor Halley.
At the last Bosslon of tho legisla
ture there was a law passed ronulrlng
thc mayor or every Incorporated town
having 4,000 Inhabitants or more to
appoint n board of plumbing oxnmln
ors consisting of two master and one
journeyman plumber, who shall meet
and organize and who Bhall look after
the plumbing of tho city or town and
shall examine all applicants who
wish to work nt the trade.
All towns of 5,000 Inhabitants or
more shall havu an Inspector who
Bhall look after tho plumbing in the
town and see that it is done In ac
cordance with the rules and regula
tions as made by the council, and
all towns having 4,000 Inhabitants or
more shall make ordinances which
shall govern the plumbing In the city
and specify as to ow it shall ho
done.
The last section of the law Is an
example of tho carelessness of somo
or the legislation Unit Is onactod.
After going on throughout the act
and specifying tho duties of tho In
spectors and the nun""cations for tho
plumbers and all of the details ot the
law section eight roads as follows:
"Section 8. Any person who works
at tho business of plumbing, or main
tains or conducts a plumbing shop
In any incorporated city or town in
the Btnte, containing more than 4,000
inhabitants, or' otherwise violates nny
or the provisions ot this act, shall be
deemed guilty of a misdemeanor and
upon conviction thereof In a justlco
court of competent Jurisdiction, shall
be punished by a line of not loss than
$10, nor more thnn $100."
Of course the court would construe
tho meaning of tho act from the text
before, hut judging by the last clause
It is a misdemeanor for a porson to
engage in the plumbing business
after the first of tho current month.

but ho has had tho matter under ills
notice for some time past and the

are seven plumbers In tho city, nnd

patched up his acts in Baker City,
sufficient to secure his release, and
after spending a few days In this
city, ho went to Seattle.
On Saturday night of Juno 27, a
safe In tho olllco of tho C. IJ. Smith
Manufacturing Company, or Seattle,
was blown open by what led tho po
lice to bollevo wore oxpert cracks
men, and $217 taken. Before the
smoke from the explosion had clear
ed away, a policeman had reached
tho olllco and saw no ono at the safe
nor leaving the building, which at

had been taken out boforo the safo

Mr. Wismer and Georgo Briggs, a

examination It was found that tho
bono had broken through tho capsu
lar ligament at the Joint, and It resist

bo brought to bear at tho hands ot
