Claimed by Opponents of the Treaty
That France Sold Something to
Which She Had No Title In the

Washington, D. C, June 20. The
Colombian congress convenes today,
but In official circles here this is not
regarded as bringing the Panama
canal treaty any nearer ratification,
for the opposition to it is reported
extraordinarily strong despite the
efforts of President Marroquln and the
other supporters ot the treaty. There
is every Indication that there will de
velop In the Colombian congress ful
ly as protracted debate on the treaty
as there was In the United States
selling to our country for $40,000,000
vented ratification for weeks.
According to the -news from Pogota
the opponents of the treaty will baso
their objections to its ratification
upon the theory that tho French com
pany has no rights and has nothing to
sell. The original concession grant
ed to that company expired in 1S9S,
and was renewed by President Sac
lamente upon the payment of S1.000,-
000. He accepted the money and the Trench company. In other words, the
hut the transaction wns never rati
fied by the Colombian congress, nnd
Is held to be an uttlinlshed proceeding.
The renewal of tho concession has
never been submitted, in fact, there
nas been no meeting of the Coloni'
blan congress slnco It was granted,
The country has been In a stnte of
revolution all tho time.
Grounds for Questioning the Title,
For these reasons the opponents ot
the treaty hold that the concession
which the French comnanv Is now
selling to our country for ?40,000,00ii
Is Illegal and therefore worthless, and
that it is not becoming the Colombian
congress to participate In such n
fraudulent transaction. They claim
that under the terms of the original
concession all the property nnd rights
of the French company reverted to
the Colombian government upon Its
expiration In 1S9S.
Furthermore, these opponents ot
ratification declare. If It should bo
held that If tho extension of the con
cession by President Saclamento was
legal, It expires In tho spring of 1905,
less than two years hence, and it Is
bad policy for the United States to
pay J40.000.UOO for privileges which
run only two years. According to the
terms of the extension, If the canal Is
not finished by the spring of 1903
all the properly, rights and privileges
of the French company icvert to the
government which would then be at
liberty to dispose of them at tho best
advantage. The United States than
would be compelled to trade with tho
Colombian government Instead of the
company accepted tho concession,
