Tho plan fathered by the head or fleers and on which they have spent large sums trying to educate tho members Is what Is known as tho step-rate plan. The chief feature or Ihis plan Is that It provides that for every five years' additional ago on a member the rate Is to bo increased. Tho plan was proposed at tho bien nial convention of the head enmp at St. Paul two years ago and was re ferred for action to the various local and state camps. At the meetings of the state camps today the delegates will be instructed how to vote on the proposition when It comes up for con sideration and action at Iho coming head camp convention at Indianapo lis. From reports from Iowa, Illinois, Kansas, Nebraska, Minnesota, Indi ana and other states where tho order Ik strongest. It appears that a vast majority of tho rank and file of tho membership Is opposed to the read justment scheme. With tho strong opposition that is developing to tho present administration of the order, thero Is a bright prospect for lively times at the coming Indianapolis gathering. STRAIN TOO GREAT.
