of the newpaper reporter have never
been more strikingly shown than in
the recent career of "Capt. Uellalrs."
This man, who Is chnrged by two
prominent newspnpers, one of which
employed him for a time, witli being
a former convict and professional
scamp, was In Cuba clitof among the
men who niado history by sending tho
news. In tho Philippines, as agent of
the Associated Press, he was for two
years practically the sole informant of
the American people upon the results
of the momentous experiment of gov
erning little brown men "outside of
the Constitution," and by sending nnd
coloring all the news from tho islands
he no doubt contributed more toward
making public opinion on the Philip
pine question than any other man
except Mr. McKlnley, the president of
tlie United States.

journalism by great statesmen who
generally denounce it lias made the

It was, of course, stipulated that no
newspaper should use any of these
speeches until "loleasod" by the news
of its delivery; and no editor would
have dreamed of violating this condi
tion. In a word, tho speeches were
not speeches at all, but compositions,
carefully written, carefully revised
and doubtless carefully read by cabinet
members uud political leaders, and
criticized by them as to matters or
which they had special knowledge
