The problem of a reasonable policy to pursue in the enforcing of the col lection of the water rates was dis cussed generally, without anj formal result being arrived at. but the sub ject was left with the understanding that the superintendent give the users nf writer tn understand that if the I rates were not paid by the 10th of each month he should at once proceed with the enforcement of the penalty. Collected Every Dollar. Superintendent Brown made the statement that during bis Incumben cy he had succeeded In collecting every dollar due the city, and that too. without having to enforce the penalty In any instance, but that It I takes mos't of his time to run around and dun and collect. A general dis cussion of the subject of whether the penalty Is exhorbltant ensued. Mr. Cohen made a motion that the penal ty he reduced from $1 to 50 cents, but it did not go to a vote, and the subject was dropped at the point stated. Judge Fitz Gerald made a strong plea in favor of the reduction of the penalty, but tin? conclusion teached was that as all the rates had finally boon paid in the past that they would probably be paid in the future, and that as the rates were no higher at one time in the month than another. 1 that they might as well be paid one i time as another During the discus- slon one point was referred to that i Is often forgotten by property owners. that water rates are- a Hen on the ' .
