Presided Over the House for One Day
Is Accused of Nervousness by
Colleagues Very Dignified Speaker.
Washington, March 3. For one
whole day Representative Malcolm A.
Moody has been speaker of the house
of representatives. Throughout Sun
day, February 22, he presided over the
house, by designation of Speaker Hen
derson, and exhibited all the dignity
and solemnity that the occasion de
manded. The house had assembled
to hear eulogies on the late Repre
sentative Tongue and two other de
parted members. At the stroke of 12
Mr. Moody brought down the gavel
with a thump, and the house was In
order. At his order, the chaplain of
fered prayer, and then for a brief
minute Mr. Moody relinquished the
chair to Mr. Coombs, of California,
while he returned to the floor to of
fer the resolution authorizing the eu
logizing of his late colleague. Imme
diately upon Its adoption, he returned
to the speaker's desk, where he re
mained until the adjournment. Prior
to the assembling of tho house, Mr.
Moody came In for considerable
"joshing" at the hands of his col
leagues. He had never before pre
sided over the house, and was laugh
ingly acctised of nervousness. One of
his colleagues went so far as to
charge the Oregon man with having
burned midnight oil In studying up
methods of procedure and looking In
to precedent, but, of course, this was
all in good humor. It can be truth
fully said that no man ever presided
over the house -with more dignity
than did Mr. Moody, and, whatever
may have been the facts as to study,
he made no breaks. His day as speak
er was one of entire success.

Moody's Bill Passes Senate and Will
Probably Become Law Before Ad
journment of Congress.
Washington, March 3. Senator
Spooner late Saturday evening se
cured the passage through the senate
of Representative Moody's bill pro
viding that all settlers on odd sections
within the conflicting grant to the
Northern Pacific Railroad and The
Dalles military wagon road, In Kast
orn Oregon, who hade made Improve
ments upon said lauds and afterward
forfeited them under tho decision of
tho supreme court In tho case of Wil
cox against tho Eastern Oregon Land
Company, shall, In making flanl proof
upon homestead entries made for
other lands, be given credit for the
period of time of their bona fide resi
dence upon and tho amount of im
provement upon the lands for which
they were unable to complete title.
But all such persons must avail them
selves of this provision within two
years.
This act does not apply to persons
who have received the benefits of tho
homestead law and received title to
other lands, since being deprived of
their first entry. Tho senate struck
out the provision requiring one year's
residence upon tho second homestead,
in accordance with the wish of the
settlers, and if the fllllbuster in the
house does not prevent the reference
of the bill to congress. It will become
a law before adjournment.
