Voter Must Mark His Crosi Before
Each Name Voted for as at Present
Thinks the Amendment Helped
Political Machine.
Salem, Ore,, Feb. 27. The bill for
an amendment to the Australian bal
lot law, which would permit a voter
to cast a "straight" ticket by mak
ing one mark on his ballot, was ve
toed by Governor Chamberlain to
day. This was senate bill IPS. Hunt
and Marsters. The veto message Is
as follows:
"Under the law as it now Is, the
names of the candidates for each of
fice are arranged under the designa
tion of the office In alphabetical or
der according to the surnames. The
proposed amendment eliminates this
arrangement and places the names of
the candidates for each party under
the designation of the party. The
names of all republicans are placed
under the head 'republican ticket';
the names of all democrats are placed
under the head 'democratic ticket,'
and so on for as many tickets as
there happen to be.
"A small circle is placed under the
party name on each ballot, and a
square at the right of the names of
each of Its nominees, so that the vot
er may go Into the booth and vote a
straight ticket by making a cross
in the circle, or Indicate his choice
of an individual of any other party
by making a cross within the square
opposite the name of the Individual
for whom he desires to vote.
"The people of the state are pen
erally satisfied with the present ar
rangement of the Australian nallot.
It is difficult for any partv or trac
tion to use money or " other corrupt
means to influence voters, for the
reason that when a man retires to a
booth to prepare his ballot the names
being alphabetically arranged he Is
compelled to read each name and
carefully consider the merits of the
individuals before depositing his bal
lot. "Under the new law corrupt means
may be more easily used because
the voter retires to the booth and in
a few moments marks his ballot at
at the head of the party designated
and retires without considering the
merits of any candidate.
"The purpose of the Australian bal
lot law is to safeguard election and
to come as near as possible to pro
curing the unbiased, unprejudiced ex
pression of the people. Anything
that will assist in doing this is to be
commended, and whatever retards it
is to be condemned. The proposed
amendment, instead of assisting to
purify the political atmosphere in
Oregon, will have the contrary effect,
and I therefore return said bill with
my veto."
LAND ENTRIES SUSPENDED.

Seventy-Two Test is Withdrawn From
Public Use Works Well For the
Electric Light Men.
King Rockefeller's ukase on gaso
line, withdrawing ?2-test gasoline,
the brand used lor lighting by the
big lamps, has caused consternation
in the smaller towns where gasoline
is so extensively used for that pur
pose. Standard Oil agents have been
busy passing the king's certified or
ders about, notifying customers that
that brand .will no longer be used.
It works great hardships on country
merchants and hotels, which have
been fitting out with gasoline lights
at great expense .some adopting pat
ent lamps on large royalties. All
of these will have to go., just to
please King Rockefeller.
At the same time the electric light
men are made very happy, -for the
ltrge powfv gasoline lights, was real
ly the only competitor to be found.
The large gasoline light is very cheap
and. barring the danger in using. was
sure to be very widely uted. Num
erous towns have been prevented
from introduction of light, that al
most sina qua non. of development
lor ambitious places, by the fact that
the big gasoline lights, both Street
and store, are so satisfactory and so
cheap as to shut out the big arc
lights. So perhaps while merchants and
other large light users will condemn
Standard Oil, the electric light men
may vote Rockefeller a leather medal.

Sheep Men Will Install Public Shear
ing Pens at Pleasant Valley.
Baker City, Feb. 27. A new ma
chine for shearing sheep wil Ibe in
troduced into Baker county in the
spring. The large floekniabters will
drive their sheep to convenient points
near the railroad when the new ma
chine will do the work of shearing.
It is understood that there is a com
pany back of the scheme and only
large flocks, or an aggregation of two
flocks will pay to have It set up.
Pleasant Valley will be the scene of
active operations this summer,
where the large flocks of Iee Broth
ers and W. G Ayre will be sheared.

Umatilla County Would Draw $36,276
on Her Present School Population
Her Five-Mill Levy Produced

Salem, Ore., Feb. 27. One or the
bills passed by the last legislature
which affects nearly every county
and school district in the state is
Eddy's house bill 264, which is also
the Pierce senate bill, governing the
levying of school taxes. The present
law requires that a 5-mill tax be lev
led by each county for school pur
poses and this money is apportioned
among the districts of the several
counties. The rate of levy Is now
uniform throughout the state. Under
the terms of the Eddy bill a radical
change is made, and after 1903 the
county courts will make such a levy
as will produce a sum equal to $C
for each child of school age In the
county.
This will mean a raise of about .8
of a mill in school taxes ,on an aver
age, although in some counties the
present rate will be doubled. The bill
provides that in those counties where
$6 or more per capita is already rais
ed the same amount shall be contin
ued, but those counties that are rais
ing less than $G per capita must in
crease the rate of levy so as to pro
duce that amount.
Counties Not Affected.
The only counties not affected by
the new law are Crook, Harney, Kla
math, Lake, .Malheur. Multnomah and
Tillamook. These counties already
raise more than $C per capita. Jose
phine county now raises but $2.50 per
capita under the 5-mill tax, so that
county must more than double the
rate of levy, or place the rate at
about 12 mills. Washington county
schools get but $3,12 per capita un
der the 5-mlll tax, so It Is apparent
that in order to produce $C per capita
the rate of levy must be nearly dou
bled. Many other counties will be
affected in the same way, though not
to so great an extent.
Based on Number of Pupils.
Under the present law, providing a
fixed rate of levy, the county asses
sors could i educe the amount of mon
ey raised for school purposes by re
ducing the valuations on the assess
ment lolls. Under the new law a re
duction In the valuations will not at
feet the amount to be raised, but will
make a higher rate of levy necessary,
The new plan will be one more in
centive to a higher valuation, as the
higher the valuation the lower the
rate.
The New Lsw.
The Eddy bill is as follows:
"Section 3374. School tax The
county court of the several counties
of this state are hereby requited to
levy, at the same time they levy
other taxes, a tax upon uil taxable
property in their counties for school
purposes, which shall aggregate an
amount which shall be at least $U
per capita for each and all of the
children within the county between
the ages of four and 20 years, as
shown by the then last preceding
school census, which tax shall bo col
lected at the same time, In tho same
manner, and by the same officers
that other taxes shall be collected;
provided that the per capita amount
so levied In any county shall not be
less than tho per capita amount of
the school tax levied in tho county
for the year 1903."
(Under the new law the school
fund of Umatilla county, for 604C
scholars will be $36,276. Tho as
sessed valuation of the property of
this county was $5,663,918 last year,
which at a 5-mill levy pro-luced $28,
319 of school fund, or a per capita
fund of $4.68 to each scholar.;
