C Senator Miller Presents a Measure Designed to Upset the 1889 Gerry mander. Salem, Ore., Jan. 17. Senator "Mil ier, democrat, of Linn, introduced a legislative reapportionment bill Thurs day morning, and will strongly urge Jt upon ttie legislature on tho ground that it does away with tho gerryman der of 1889 and establishes equity among the several counties. By lis terms there arc to be 30 senators and 60 representatives ami there will be one of the former for every 13,781 population, and one of the latter for every C892, or a major fraction thereof. In each instance. The following are each given one senator: Lane, Douglas. Coos, Jack son, Yamhill, Clackamas, Washington, Clatsop, Wasco, Umatilla, Union, Baker. Multnomnh is to have six senators. Marion and Linn are each to have two senators. Joint Senatorial Districts: Polk and Lane; Josephine and Curry; Crook, Grant and Klamath; Benton, Lincoln and Tillamook; Columbia, Clackamas and Multnomah; Gilliam, Morrow, Sherman and Wheeler; Union. Uma illla and Wallowa; Baker, Lake, Har ney and Malheur. The following will each have one representative: Coos, Josephine, Ben ton, Polk, Tillamook, Columbia, Grant. Tho following will each have two representatives: Douglas. Jackson Yamhill, Washington, Clatsop, Wasco, Union, Baker. The following will have three rep rescntatives: Linn, Lane, Clackamas Umatilla. Marion will have four rei-resenta lives. Multnomah will have 14 represonta' lives. Following are to bo Joint districts Coos and Curry, with on'e representa' live; Polk and Lincoln, one; Klamath and Crook, one; Lake, Harney and Malheur, one; Morrow and Wheeler, one; Union and Wallowa, one; Gil Ham and Sherman, one. Senator Miller claims thai the bill does away as far as possible with ;oint districts and that legislators will for the most pari be nominated at homo in county and not in state con ventions The bill, ho says, has the support of fair-minded republican sen ators. It Is likely that one or more changes will be necessary before the bill pass es. For example, a Joint senatorial district of Lane and Polk is provided icr. These counties are not contlfr uous, and no legislative district can be made under tho constitution fronl counties not adjacent. Senator MlU -r says these defects will bo remedied. It is the senator's opinion thut the Virginia act, which was fully dls cussed In Governor Chamberlain's rresBage, and was approved by him Is better and he will probably change his measure to accord with It.
