Management Will Ask for Increased
Appropriations for Coming Year.
W. J. Shipley, commandant at the
Oregon Soldiers' Home, at Roseburg,
has filed with Governor Gecr, his bl
nnial report for the period of 21
months, December" 30, 1900, to Sep
tember 30, 1902. New furniture for
the barracks Is recommended, and
also a new water system for the home.
The accommodations of the home are
nil taken with the 96 veterans who are
ovr there, nnd 20 applications for ad
mission are now on Ale. All of the
general appropriation made by the
state for the maintenance of the Insti
tution was exhausted on September
30, last, but the report states that
thero Is sufficient balance In the na
tional fund to carry the home to De
cember 31st.
Appropriations Wanted.
Commandant Shipley recommends
the following appropriations for the
home for the ensuing year:
Maintenance for 1903-1904 ... $24,000
Completing barracks and hos
pital 4.500
Furnishing and equipping same, 2,500
New water pipe 2,000
Steam laundry 3.000
Furniture for barracks 500
Fences, sidewalks, etc. ........ 500
The report of George E. Houck, the
surgeon at the home, shows there
were 21 deaths during the period coh
ered by tho report, one for each month.
The report further shows that there
are In the home 70 United States vol
unteer soldiers, and 2G Indian war
veterans.
Cost of the Home.
The cost to the stato in main
taining the home for the past two
years was $29,473.44. This total was
made up of the following amounts:

Hospital, cxcluslvo of sub
sistence 2.278.35
Clothing 3,525.41
Farm and garden 4.112.CG

Total $29,437.44
The average cost of maintenance
per capita was as follows: Per an
num, $191.11; per month, $15.92; per

What Is a Draft Horse?
The draft horse is characterized by
1ils weight and conformation. Being
strictly a utility horse, strength and
durability are first considerations.
Everything else Is secondary. As to
size, the typical draft horse Is one
fourth larger than the roadster or
carriage horse. He is much heavier
in proportion to his height than the
classes, and much shorter joined pro
portionately, with steeper shoulders

was assigned to see Mr. Carnegie on
an important public question, says

card. Immediately the reporter was
struck with n bright idea, and wish

card and (hat of tho senator. The
great doors swung open, and a gra
cious reception was accorded the
newspaper man by the master of the
house.
"Young man." said Mr. Carnegie,
"do you know that 10 repoiters have
called to reo me today about thin
very question and that I have refused
lo see any one of them?"
"I surely ought to know that. Mr.
Carnegie, for J was the whole IC," re
sponded the scribe.
Mr. Carnegie was so pleased with
the young man's persistence that he
violated hla rule and gave his views
at length on the subject regarding
which he had previously refused to
talk with anybody.

It Is estimated that over 1000 people
a day visited the first annual exhlbl
tion of original drawings and paintings
given by the Newspaper Artists' As
soclatlon of Buffalo. The entire week
of the exhibition Is regarded as a
pi eat success, over $5,000 having been
netted from the sale of pictures, most
of which were sold by subscription.
The pictures of local artists had the
greatest sale as compared with the
works of out-of-town artists, even of
national and International fame.
