Colombia Now Wants 910,000,000 for the Right to the Panama Canal. Washington, Oct. 29. The long-ox-pected response ot the Colombian government to the proposition made by the state department for the ne gotiation for a canal treaty on the lines of the Spooner act has reached Washington, and was presented to the state department by Mr. llerran, secretary of the Colombian legation. It is difficult to learn the exact na ture of this communication, but it is known that it is not altogether an un. qualified acceptance of the state de partment's proposition. It. is, how ever, trlendly and dignified in tone, and does not close the negotiations by any means .though it unquestion ably sets hack the date of final agree ment by opening up new topics for argument. For one thing, the Colombian gov ernment Is now entirely dissatisfied with the small amount of tho payment to be made to it by the United States under the terms of the protocol, which it is proposed to use as the basis for the treaty. ThlB sum is $7,000,000. Colombia wants at least $10,000,000. Moreover, the original proposal look ed to await 14 years before beginning the payment of annual rental ,the amount of which was to be fixed then by mutual agreement. Colombia now asks the United States to agree at once upon a lump yearly payment of $1.00,000, which will largely increase the immediate cost of the enterprise, The Colombian government clings to its contention that it has no consti tutional authority to alienate any Co. lomblan territory, and reiterates that the best it can do to meet the lan guage of the Spooner act, which looks to perpetual control by the United States over the canal strip, is to make a 100-year lease, with a distinct stlp illation that the same - shall be re newed by the United States at the expiration of the first century. An unknown man was run down and kill ed by the west-liound North Coast Limited seven miles south of here at 2 p. in. Monday. The man had left here to go to Slmco to work for David Bryson. Captain John B. Kenny, marine surveyor for Lloyds, i was fatally Injured yesterday morn ilng by falling 20 feet Into the hold ! of the British ship Pass of Balhama. He died at a hospital later.
