"Not a day passes that some one does not violate the city ordinance as well as the state law prohibiting the cruel treatment of animals," remark ed a prominent citizen yesterday. In view of this fact, talcing It for granted that the speaker knew what he was talking about, It Is well to give the law, As laid down In the city ordinance on this subject. This or dinance reads: "Section 1. Every person who cru elly uses, beats, torments, overloads, or overdrives any horse, mule, or ox. whether his own or others, shall up on conviction thereof of the charge, be fined in the sum of not to oxceed $25 and Imprisonment not to exceed 20 days. "Section 2. Any person having charge of any horse, mule or ox, who shall permit said anli-.nl to stanl on the streets, alleys, or vacant lots In the city of Pendleton without food or water for more than 10 hours, or later than 11 o'clock at night, shall be guilty of .1 misdemeanor and shall be fined in a sum not to exceed $25 and Imprisonment not more than 10 days. "Section 3. It Bhall be the duty of the city officials to take charge or any animal found loft standing for more than 10 hours without attention, or after 11 o'clock, or being abused by the keeper and hold -them until the case Is disposed of and the expense charged up to the owner. ' This ordinance was passed In Octo ber, 1899, and has never been repeal ed.
