New York, Sept. 26. With material
to work upon gathere.i from the re
publican state convention, the demo
crats go to Saratoga today and tomor
row to prepare for their state conven
tion which otfens Tuesday. There is
great amount of work to be done
and the program will be necessarily
long, tor no matter how well the mem
bers may have made up their minds
on the various planks, they will bo
compelled to listen to delegations
charged by their constituents with
presenting to the committee their
views on issues affecting their local
lties.
According to tho report of the spe
cial committee to investigate into tho
Jewish riots on the East Side, somo
weeks ago, it would seem that tho
anti-Jew cry has reached tho now
world. Tho unanimous report of the
committee attached decided blamo to
the police, and this has ca'led forth
from the mayor an order for a search'
ing investigation and the punishment
of such members of the police forco
as may bo proved guilty of undue se
verity in the clublng of tho Hebrews,
It is intimated that this may result in
tho enforced resignation ol Commls
sioner Partridge.
So much has been -written about the
recent primary contests in New Yorli
with "Big Bill" Devery as the central
ngure, until many are inclined to thinli
that there is some salary or official
position attached to the leadership of
a district. As a matter of fact there
is nothing of the kind, that is, It is
not supposed to have, but Uie fact
that Devery spent between fifty and
seventy-five thousand dollars to win
the leadership of the Ninth Assembly
district would make it appear that the
position must have a commercial as
well as a political value. The right
kind of man occupying such a position
has it in his power to do a great deal
of good.. He is the person to whom
everyone in the district goes who
wants anything. But men of the De
very type do not seek leadership for
any such reason, without direct re
sponsiblllty of any kind the district
leaders are in a way of making large
sums of money if they are willing to
improve their opportunities, and
though it can not Just now be seen
how the matter can be accomplished,
"the people of the city in tie light of
these revelations may in time take
it into their heads to get rid of the
evils attaching leadership.

The subway which is expected to
revolutionize intra-mural transporta
tion, is approaching completion with
astonishing rapidity. It is probably
the first instance in the hlBiory of the
great public works of the world that
it will be finished ahead of contract
time. The contractor has announced
that trains will be ruunlng by the
first of July, 1903, although he Is not
under obligations to complete the
work until January 1904.
Work upon the new pulllc llbrnry
on Bryant squaro is being pushed with
a zeal somewhat beyond Hint which
usually characterizes the erection of
public buildings in this city. When
completed it will close the famous
Astor library and tho scarcely less
noted library and will be after tho
Congressional Library the largest
building of its class in the United
States. Besides this the city Is push
ing rapidly the work of erecting the
C5 branch libraries provided for in the
munificent gift by Mr. Carnegie for
this purpose.

Despite all that has been said
against the Fusion adminlrtratlon of
this city, there is a somewhat vigor
ous enforcement of the excise law,
the saloons, other than these having
hotel licenses being compelled to
close promptly by 1 o'clock a. m.
and also remain closed through Sun
day. The vagabond element In the
city regard this rigor w'th Infinite
disgust, as In their places of abode
the saloons have been their lodging
houses and they look forwnrd to tho
winter with many forebodings, as it
means they must walk tho streets be
tween the hours of closing and open
ing these places.
New York is so enormously rich
that the annual draft made upon it
for payment to Western farmers for
their harvested grain produces but a
ripple upon the surface of that great
sea, despite what ma"y be said to the
contrary by the local papers. This
yearly event is anticipated long be
fore Its happening and Is fully pro
vided Tor, so that It is Inconceivable
that any sort o a financial storm
should blow. There is ample money
here now to meet any possible con
tingency and the interest charged Is
no more than in previous years at
this season.

sented. While New Yorkers them

is a well known fact that the quality

A Peripatetic Laplander,
Oscar Hill, a native of Lapland, was
In Adams on Monday in company
with O, W. Planting, of Little Grease
wood, and paid tho Advance a visit.
Mr. Hill is somewhat of a peripatetic.
Ho left hero 13 years ago and return
ed last Saturday, During his a I)
sence ho visited Lapland, Finland,
Denmark and the European continent
He assisted in the successful trans
portatlon of tho famous General Alger
reindeer to Alaska, and reports tho
boreal ruminant mammal as doing
well in our arctic possessions. Fin-
landers, he 'says, arc very much dis
pleased with the new order of things
under tho domination of Russia and
as a result many of them are leaving
tneir native iieatn. lie lias uati long
experience as a fisherman and goes to
Astoria from here. When asked con
cerning conditions In Lapland arid
Finland he said: "No money there.
