Californlan Tells How It Is Done and What it Costs Pendleton Is Inter ested. The heavy rain of last Friday and the muddy streets since have again caused the citizens of Pendleton to begin to think of doing something to rid the streets of mud. This question was agitated considerably last win ter, but no steps were taken by the city officials although the matter be came a serious one for them. Many different ways and Ideas of treating the streets were advanced, but none of them which were practical were In reach of the city In its financial con dition, at that time. Experimenting With Oil. Macadamizing, graveling and brick paving were all discussed. The appli cation of crude coal oil was also dis cussed by some and it was urged that a test of treating the streets with oil be made to see If it would do anything to rid them of the mud. Along this line it might be appropriate to give the following facts as given the East Oregonian Monday evening by Colo nel S. W. Ferguson, of Los Angeles, who has had several years' experience with oiling roads and streets. He said: "Six years ago experiments were begun in Southern California with oil on the highways. For the first sev eral years the experiments proved very unsatisfactory, but It could be seen that by getting the thing down to a science and doing the sprinkling right and at the right time it would do good and those malting the experi ments did not get discouraged but kept trying new methods and ways until thev have now found that the roads and streets of the cities can bo made as perfect as If they were ma cadamized. Could Be a Success Here. "The cost of the oil Is very light for us. Here the freight would be the heaviest expense. Wo only have to pay 25 cents a barrel for tho oil in Los Angeles. Kiicu' This let the dust work up on the out side and blow onto the part that was oiled and the dust would mix with the oil and then the wind would carry It away and made the roads not only little better for travel, but the oily dust would settle on people's clothes and ruin them. Not a Success at First. "As said before, the treatment of oil was not a success until about three years ago. Then the work was re duced more to a science and it became so that the effect of the oil was very much in evidence. Many miles of road In Southern California have been treated now and are entirely free from either dust or mud. The same thing has also been done to the streets of the cities and towns. In Los Angeles the streets aro as firm and free all the year from dust or mud as if they were paved and It Is all duo to the application of oil. In South Pasadena the streets have all been treated. I own beveial miles of streets in that town where I have treated them with the oil at a large cost out of my Individual pocket, but It paid. The Cost. "It costs $140 to treat a mile of road 18 feet wide. This is for the first year, and It will keep the road per fectly lree from the dust or mud for a year.
