The old agent. Charles Wllkins, has
been appointed to the Intter position
nnd .Miss Mollle V. Gnlther, assistant
superintendent under Mr. Wllkins.
This change on the Unin'tllln reser
vation hits been under contemplation
for severnl mouths. A special agent
was hero during the summer and after
carefully looking over the Hold rec
ommended that tho agency bo done
away with, that the above appoint
ments be made to till the olllclnl
places In the Indian nffnlrs of the re
serve. This change from agent to
superintendent is not a new thing. For
the past few years it lias been the
ambition of Indian Commissioner
Jones to take the handling of the In
dian reserves out of tho linnds of
agents and place them under bonded
superintendents, and already most of
the agencies have experienced tho
change. The Idea In doing this Is to
eliminate the possibility of the handl
ing of the Indian affairs from the
bands of politicians and get the work
on the reserves entirely free from nny
Influence from the politician or mnn
with n political pull. J
Under the present ruling of nffnlrs
there will be practically no chnngo
In the hnndllng of tho Umatllln Indian
reservation. .Mr. Wllkins will remain
at the head and the only mntorinl
change will be In name. Ho will con
tinue to handle the business connect
ed with the reservation and Indlnn
affairs, while Mlas Galthcr will con
tinue at the head of the school where
she has been for the past nine years.
Since Mr. Wllkins was appointed as
ngent, four years ago, lie has given
perfect satisfaction to Uncle Sam's
wishes to -resign or docs something
to give cause for hor removal.

trict, was talked of last night, as a
good mnn to succeed Hucordor Mc
Court., By selecting him It was stat
ed that several hundred dollurs would
be saved annually by the county In
handling criminals In police court,
Which now comes under the Justice
court.

tional interests of the Indians, but she
has many admirers among the Indlnus
and whites who are pleased to learn
of her retention as assistant superin
tondent und virtually as head of the
school. She has worked faithfully
and devoted all of her time in helping
to build up the school nnd It is truth
fully said that she has succeeded. No
other person could have done better
under the circumstances. She bus de
voted the past 1C years of her life to
work among Indians and there is per
haps no better fitted person anywhere
to fill the place she fills. Under hor
care and by the aid of Mr. Wllkins,
the Umatilla Indians have made rapid
advancement. It Is an established fact
that the Indlnns, as a rule, have no
ambition for an education, and it
takes continunl watchfulness and
stratagem on tho part of the agent
and teachers to get 'hem to school,
and then to get them to lenrn the beat
there Is nt the school.
Under the new plan of bonded su
perintendent the strife for Indian
agents will be settled. Many havo
desired to succeed Mr. Wllkins and
political "grafts" havo been brought
to bear to get his place, but so far
they havo all been of no aval!. Now
this strife Is settled. The appoint
ment of superintendent Is perpetual
as long as tho superintendent gives
satisfaction. He is responsible to In
dian Commissioner Jones alone and
as long as satisfaction in handling the
affairs of Undo Sam is given he will
be allowed to remain. So will the
as-dstnnt snnerlntendent unless she
sold for trains arriving at Baker
City on September 18th only, and will
be limited to expire September 19.
