PRESSES HIS OPINION, Talks About Many Defects and a Lack of Organization The Appa ratus Some Extravagance The Firemen. Editor East Oreconian: The Pen dleton fire department is composed of about 100 good, hard working men and boys, about two-thirds of whom are entirely undrilled in the art of putting out fires, handling ana taking care of. fire apparatus, and do not know the location of the fire plugs in their district. The several companies of the de partment are supplied with two hose carts of foreign manufacture, and flvft or six carts of home manufac ture which are a credit to our home mechanics with their facilities fo maktnir such machines, but are about 40 years behind the times; they are r.lumsv and difficult to handle, awk ward machines to reel hose onto or off of. These machines nre lubricat ed when the. "spirit" moves. The denartment also has an excel lent village hook and ladder truck that seldom gets to a fire, and steam fire engine out of service. journal Published daily, in the" afternoon, in PORTLAND, OR. Tli Journal property has been purchased and has passed under the control of the under signed, and tue paper will be conducted on lines ol greatest benefit to Portland, to Or egon and to the great Northwest, and in many ways conducted differently, as to men, meas ures and methods, from tuose of its contem poraries which follow narrow grooves of news paper habit. The Journal In head and heart will stand for the people, be truly Democratic and free from political ohtangUincnta and inachiuatlons, ho llering lu the principles that prom so the greatest good to the .greatest number to ALL MEN, reuardless of race, creed or previous con dition of servitude. Kxuberant assurances are cheap aud empty. I wish to make none, '.fcrforniauce is better than promise; action more fruitful than words The columns of tue Journal from duy to day will bettor refleot thesplrit behind the paper. It shall be a FAilt newspaper and not u dull and selfish sheet. In short, an bontst, sincere attempt will be made to build up and maintain a newspaper property In Portland that will be a credit to "Where rolls the Oregon" country and the multitude of people who are interested in Its development and advancement. Portland capital largely is behind the Jour nal, and the luud is ample for ' U purposes. The several hose carts nro sup plied with about COO feet of hose bought In a spirit of economy at 80 cents per foot, which Is worth about 20 cents. This hoso has the faculty of bm-yting just nbout tho right time to let a building burn to tho ground. Each hose .cart is supposed to have two hydrant wrenches and four hose spanners in a box for that purpono on the cart, but, at various times there are none to be fountl. It is said the street sprinkling ser vice is never short of these Imple ments, and that there novor has been any bought vfor that service, Each hose cart is supposed to bo supplied with two hoso nozzles; tho most of them cost $G each, when good nozzles would cost from $14 to $18 each. Pendleton is supplied with one of the best makes of Are hydrants on the market. As many as 12 or 1C of these hydrants were used by tho street sprinkling service until they could not be opened and closed by one man when they were abandoned for that service, but were considered good enough for the flro department to use, as it is not considered neccs sary to secure water until one or two buildings are burned down. The firemen are a good set of boys and do all they can to save property, and if they throw water on the roof of a building when tho fire is inside, it is because they have not been properly Instructed; if they take the appara'up to a fire and are short spanners and wrenches, and are sup plied with rotten hose and fantail nozzles, they are not to blame for the loss of property, especially if these same spanners and wrenches are removed from the carts the even ing before the fire and used for other pui'i'ones. AN OLD FIREMAN. . FIREMAN HURT. Will Clancy, of Walla Walla Fire De partment Injured. Walla Walla, Aug. 22. While going at full speed near Tauslck's steam laun dry, the engine lurched and almost tipped over, throwing Mr. Clancy on to the sidewalk. Ho was very badly bruised but fortunately, no bones were broken. Tho flro was extln guished before any serious loss oc curred. a THREE BUTTON SACK I I A Fall Suit You'll want something for au tumn wear something good, and you don't want to pay the high prices charged for made-to-ordcr clothes you would be throwing away money if you did.
