Report of Crop Conditions In Oregon
During the Week.
Following is the weekly crop report
of the Oregon section, United States
department of agriculture, for the
week ending Monday, August 18
The past week haB been cool and
showery. The rains have been gen
eral in the northern part of the state
from the coast to the Blue Mountains,
but in the southern part of the state
they were light and scattering. Har
vest work in the Umatilla district
and in the Grande Ronde valley was
suspended for from two to three days
on account of the wet spell
The grain yields in the Willamette
valley continue to be disappointing
and variable. In Marion county the
average will be about 15 bushels,
and in general they will fall below the
average in all of the other counties
in this section of the state. In South
ern Oregon the grain Is turning out
well. In the Umatilal country the
yields are Improving and the reseed
ed fields are averaging from 30 to 40
bushels, which Is considerably better
than expected. In the Grande Rondo
valley the harvest Is about half done
and while he yields are satisfactory,
there Is more than the usual amount
of smut on both wheat and oats.
The rains have been of great bene
fit to sugar beets and late vegetables
as well as to corn and pastures. The
hop crop Is still In a very promising
condition, especially in Southern Ore
gon, where not a single unfavorable
report has been received, Tiio pota

IRRIGATION PROBLEMS.
Many Will Arise and Will Take Long
Time to Make Success,
Tho Irrigation law passed by con
gress at its last session will undoubt
edly open up quite an Intricate prob
lem, when It is attempted to bo put
into operation, and will be tho sourco
of much litigation. These results aro
Inevitable, but they do not afford suf
flclent ground for declaiming against
the law. A start toward federal aid
and supervision of Irrigation has boon
made, and there will bo no backwnrd
step. Those having or to have tho
business In charge will learn by ob
servation, by experience, possibly by
errors; and the problem will bo work
ed out to the ultimate benefit, In a
vast aggregate amount of tho coun
try, and especially of the West.
Back of the principal objections to
government management of irrigation
enterprises tho real hard knot of tho
problem to be solved tfs tho question
of water control. What are, what
will be individual rights In this re
gard? And what the rights of states
or territories and seek to JegiBlate in
consonance wjth tho federal law?
A case Is now pending In the Unit
ed States supreme court in which tho
state of Kansas Is seeking to restrain
the state of Colorado from appropri
ating all the waters of tho Arkansas
river, the uppper portion only of
which is in the latter state, Nebras
ka has parellel grounds of complaint
against Wyoming, If tho latter state
should monopolize the waters of tho
North Platte, Thero are equities on
both sides, and the supremo court in
the near future will have some very
Interesting and Important decisions to
