THE REAL GOVERNING POWER.
It is not always the most active
power that governs a body. Neither
is the power that governs or rules
always visible. This rule does not
apply alone to mechanics, but applies
to almost all kinds o bodies, ani
mate and inanimate, and, especially,
to bodies politic.
The ship may be seen gliding along
at sea. It may look like a thing of
life. The sails may be .spread or the
engines giving forth their familiar

the champion of the people. It may
have been led astray by mistaken
