COUNCILMAN TORE UP BILL FOR EXPERTING BOOKS. Said He Would Pay Arthur Holmes' Account of $50 for Expertlng City Books Himself Paid No Attention to Mellmann Franchise. The city council last evening: Overlooked the Mellman-Romo franchise. Received semi-annual reports. Audited bills and allowed claims. Judge Hartman became angry and tore up bill of Arthur Holmes for $50 for expertlng city's books. ' The Mellmann-Rotno application for a franchise to run an electric car line and operate trains through the city was not referred to at the meet ing of the city council last night. The senli-annual report of the city recorder and treasurer were receiv ed, looked over and ;,approved. The bills for the past month were audited -and allowed with tho excep tion of a bill for ?50 from Arthur Holmes for expertlng the city's books. When this bill was presented Councilman Hartman became angry and tore the bill to atoms, scattering it on the floor and declared he would pay the bill out of his own pocket The council refused to allow the bill and cut it to ?30" before the Judge tore It up.
