Galveston, Tex., July 1. -With the object or creating a better feeling between the races and fostering any move for tho uplifting of tho negro, several hundred delegates from all parts of the South assembled here todoy for the second annual meeting of the Southern Negro Congress. Hereto fore it has been almost as easy a matter to obtain a divorce In Rhode Island as in the Dakotas, but the con ditions in this regard are radically changed by the new divorce law which went into operation today. The most Importnnt clause in the new law Is that requiring a bona fide res idence in the state of at least two years before applying for a divorce. This Is expected to put a stop to the practice of wealthy women of New York and elsewhere coming to New port, establishing a so-called resi dence and in a few months obtaining an annullment of the marriage con tract on the grounds of non-support.
