In connection with the proposed throwing, open of tlio unsold portions of the Umatilla Indian reservation to which reference waB made in the East Oregoulan a few days since, the full text of the hill providing for tlio placing upon the market of these lauds will prove interesting to many , who are figuring on locating here. ! Arromvanying the cony of the hill comes the report of the Committee on iiulian Affairs which explains ful ! ly the objpets nntl provisions of the measure. The report follows: I "The Committee on Indian Affairs j to whom was referred the hill (H. R 9501) to provide for the sale of the unsold portions of the Umatilla Re servation, having had the same under consideration, beg leave to report it back to the house with the reconi' mendation that, with certain amend ments, the bill do pass." Then follows a list of the amend ments, which are not of Interest to the general public. The bill as amended reads: Copy of the Bill. "Be It enacted by the senate and house of representatives of the Unit ed States of America in congress as sombled, That all the lands of the Umatilla Indian reservation not In eluded wltuln the new boundaries of the reservation and not allotted or required for allotment to the Indians, and which were not sold at the pub lic sale of said land heretofore held at the price for which they have appraised, and upon the conditions provided In an act entitled "An act providing for the allotment of lands in severalty to tin Indians residing upon the Umatilla reservation, in the State of Oregon, and for granting pa tents therefore, and for other purpos es," shall be sold at private sale by the register of the land ofllce in the district within which they are situ ated at not les sthan the appraised value thereof, and In conformity with the provisions of said act." Settlers Get First Right. "Provided, That any bona fide set tler upon any of said lands who is the owner of substantial improve ments thereon, and who has so set tled and Improved any subdivision of said lands with the intent of per manently residing on the same as a homestead, shall have a preference ..USE PURE.. Enters Into Details. The report then goes on to say: "TTminr the nrovlslons of the act of March 3, 1885, (23 Stat. L., 340) cer tain lands which formed a portion of the Umatilla Indian reservation, in the State of Oregon, and- Improve ments existing on certain tracts thereon wore sold at auction, in ac cordance With the provisions and limitations of said act. The total number of acres appraised and offer ed for sale was 12C.330.4G, of which but 32.352.CS acros went under tho hammer, thus leaving 93,082.78 acres unsold, and which are unsold to this date. There was no provision In the act of 1885 that permitted of the dis iinKnl nf the lands ronininhiR unsold after the public auction, which was tieiu in Aprn, iovi. vanuus iuubuuo conspired to prevent bidders from buying the lands at the public auc tion, some of which do not now cx-Ir)- Tim unsold lands are chielly ! mountainous, being grazing and tim ' bo-ed lands, with a small proportion of good farming lanus, muca oi which, it is believed can now be sold at tlfe appraised va'ttitio'i, which ranges from 1.2 j to $25 por acte. Squatters Went On. Since the reservation was diminish ed and the sale provided for as afore said, many persons have settled upon the unsold portions and have been farming them. Neither the Indians who are entitled to the proceeds of the sale ' nor the government, in which the title is held subject to the trust, is receiving anything for the lands or their use. By the sale of the lands as provided for in this bill, a large quantity of very valuable land would be added to the taxable property of Umatilla county, Oregon, and petijianent homes would be pro vided for a large population. Under present conditions the occupants of the laud can claim no benelit from tho county in the way of roads, nor can they secure protection from the state In the quiet occupancy of said land, and the government can not be look to for relief in any direction. The effect of the sale provided for by the bill would be to quiet titles and give the bona fide settler the full protection of the law in, securing a homo for himself and those whe come after him, and would put an end to disputes and controversies over the title and occupancy, which now have no forum to which they may he taken and there settled. What Amendment Is. "The amendment to the bill is de signed to fully protect any bona fide settler who in good faith has gone upon these lands with the intent to secure a homestead and who desires to purchase the amount of land al lowed to a single purchaser under the original act. Those who have been working portions of the land for the past years and have put Im provements upon the land occupied by them should not be dispossessed without an opportunity to first come as a purchaser within the limitations of the law. Indians Protected. "It will also be noted that the bill fully protects the rights of tho In dians by referring to the terms of the original act as to the valuation at which the land shaa be sold and the terms of purchase by the private sale herein provided for." Charles Meyers, a friendless and penniless stranger, died at the hospital here Thursday night. He was found by two men who wore coming to town with a lumber wagon, lying beside the road four miles west of the city and brought to town for medical at tion. Suffering with a terrible liver complaint and realizing that he had but a few hours to live, he was at tempting to reach this place when he gave out and dropped at tho road side. The men who brought him to town took aim to the hospital, laid him on tho lawn and then drove away without notifying any of .the hospit al authorities. 4 Meyers, the dead man, is about 6G years of age and was tramping about the country with no regular occupa tion.
