to give to homestead settlers ana

grass upon the public domain in the
vicinity of their holdings, so as xo

Sec. 4. That during the continu
ance of any lease made under this
act the lessee, may fence the leased
land or protect the same from tres
pass'ln any other lawful method.
Sec. 5. That no corporation shall
be entitled to any lease under the
provisions of this act.
Sec. G. That where there are two
or more persons eligible to acquire
leases under this act who may de
sire leases upon the same land, and
there is not enough public land in
such locality to supply the appli
cants, then such land shall be appor
tioned among such applicants under
rules and regulations prescribed by
the secretary of the Interior.
Sec. 7. That the lands to be leas
ed under this act shall be classified
and graded by the secretary of the
interior into six classes and the an
nual rental sha41 be oue, two, three,
four, five and six cents an acre, ac
cording to the class or grade, payable
at such times and in such manner as
may be 'prescribed by the. said sec-,-otnrv
Thp. nroceeds of such leases
shall be paid Into the treasury of the
United States.
Sec. 8. That nothing in this act
shall prevent the lessees or
other persons and corporations
from the privilege of graz
ing their stock upon the public lands
not included In the leases.
Sec. 9. That nothing in this act
shall apply to or change existing
law as to forest or other reserva
tions:. Provided, That the secretary
of. the Interior under rules and regu
lations to be made and promulgated
by him may make and collect such
charge per capita as ho may deter
mine for each horse, sheep, cattle,
or other animal which he may per
mit; to graze 'within the forest reser
vatfons. Sec. 10. That when any mineral

is made upon leased lands the lease
shall be canceled thereon under rules
and regulations to be provided by
the secretary of the Interior.

Salvation Army Visitors.
Malor Harris, of San Francisco, and
Major Dubbin, of Portland, are in the
city to conduct a three-days' salvation
campaign at tho local army hall. To
night the majors will give a very, in
