IXlUUULIUgJUUUULP ABOUT THE SHERIFF'S OFFICE COLLECTING OFFICER AS WELL AS PEACE OFFICER. T. D. Taylor, Democratic Candidate, for Sheriff, has had Four Years Experience as Chief Deputy. Tho business of the sheriff's offlce is complex and difficult. The sher iff Is not only the peace officer of tho state, but Is tho collecting officer of the county. A careful and capa ble sheriff will save thousands ot dollars to tho taxpayers, while a con scientious but Incapable or Inexperi enced sheriff would add to tho tax payer's burdens. T. D. Taylor has four years ex perience in the office of sheriff to re commend him for that position. The excellent record of the sheriffs office during tho incumbency of W. M. Blakloy Is to a great extent tlio work of T. D. Taylor. During the period from and in cluding September, 1894, to and in cluding March, 1898, the sheriff's of fice cost $31,863.21. This was under the management of Sheriffs Houser and Faxon. During the same length of time and from and including Sep tember, 1898, to and Including March, 1902, tho sheriff's office was charged with the sum of $27,7(59.94, but from this should bo deducted the sum of $1270.30, collected by Sheriff Blakley as mileage and by him turned In to tho county treasurer, leaving the net expense of tho sheriff's office during that time $26,493.64. Sheriffs Houser and Faxon did not j?ay any mileage to the county. The differ ence between tho expenses of the sheriff's office under Houser and Fax on and the expenses of the same offi ce under the present management, amounting to $4369.57, is worth con sidering. This is not designed as a reflection upon tho efficiency of Mr. Houser or Mr. Faxon. It is merely a difference in management that effected a saving to the taxpayers of $4369.57. The collection of taxes during Mr. Blakley's administration of the of fice has been in charge of T. D. Tay lor. He has at different times per formed every service required of tho sheriff, but his particular duty has been tho collection of taxes. When Deputy Sheriff Taylor iook charge of the tax roll or 40 pages of these tax rolls were covere. with lands held under tax sales in the name of Umatilla county. His energy in looking after this parti cular feature of delinquency has re duced the number of pages to 10 oi 12. Upon the delinquent tax rolls for the years '93, '94. '95 and '96 he has succeeded in collecting cash on tax sales amounting to $1046.58, and upon sheriff's assessments about $700.00, and other delinquent taxes amounting to $7570.97, aggregating a total turned into tho general fund of tho county lor taxes levied prior to 1890 of $9316.55, much of which was de linquent since 1893. This is net, and entirely exclusive of redemp tions. When a redemption is made, it Is made through the clerk's office, and the money is paid to tho clerk and not to tho sheriff. Mr. Taylor is not only a compe tent accountant, perfectly familiar with every detail of the books kept in tho sheriff's office, but Is an able detective, and no man has greater qualifications to do the field work of tho sheriff's office than himself. Furnish Paper at Salem Threatening to Defeat Republicans. The Salem Sentinel led in the fight in this county to down Governor Geer for renomlnation. It is supposed to speak for Mr. Furnish's managers directly. It says: "It now devolves upon tho candi dates for the legislature In Marlon county on the republican ticket to de clare themselves. If they are for Governor Geer, the people want to know It. If they are opposed to him It should be known in order that they may bo elected." The editor of the Salem Sentinel is about the only republican newspaper man .n the city who wears a Furnish button, and the above Is a pretty iHaln way of saying to the legislative candidates you will have to declare against Geer or be defeated. Geer carried tho primaries over whelmingly in this county, and the antl-Geer people were not shut out of the republican convention, but nominateu part of the ticket. Tills now declaration of Furnish ized republicanism, from its official organ at Salem will come pretty near accomplishing the opposite from its purpose it will drive them to sup port Geer for United States senator. In a free country and In a party that has always spoken for liberty and freedom you cannot drive free men into or out of a party at the beck of a tyrannical faction no matter it it is on top for the time being. The above ought to prove that the Furnish faction mean to rule or ruin the republican party, and it has no future but in the annihilation of suck bossism.
