THAT ELECTRIC RAILWAY WHAT THE PROMOTERS WANTED OF WESTON. Ask for a Fifty Years Franchise and Promise to Commence Work With in Six Months. The Weston' Leader says: Hein rich Mellman and Frank B. Ro mo of San Francisco, the promoters of the proposed electric railway from Dayton to Pendleton, arrived here, last Thursday afternoon, per car, riage, to interview the mayor, the re corder, and Weston's business men with regard to a right of way through the streets of this city. According to these gentlemen, who are presumably backed by San Fran cisco capital, work will be com menced on this enterprise withn six months and the line will be complet ed in less than two years. The line will follow the country roads, and they claim to have franchises through Columbia and Walla Walla counties in Washington, as far as the Oregon state line. A similar right has been applied for in Umatilla county. They also want rights of way through the different towns en route, which are Dayton, Huntsvllle, Waitsburg, Dixie Valley Grove, Dry Creek, Walla Wal la and College Place, in Washington; Freewater, Milton, Weston, Athena, Adams and Pendleton, in Oregon. An electric trolley system Is planned, and the scheme will cost a few dollars, probably a million and a quarter. It is proposed to run a pas senger car, with freight car attached every two hours each way between Dayton and Pendleton. Rates, the promoters say, will be one-half what is presently charged by the railroads. It Is the intention to establish power stations on the Walla Walla and Touchet rivers, and to generate 10,000 horse power, or more, for the road and other purposes. Electrlo light franchises are applied for In the different towns through which the line passes, as the promoters pro pose to furnish illumination as well as transportation to a fortunate pub lic. Ask for a 50-Year Franchise. Type-written copies of the ordi nances applied for at Waitsburg were left with the Weston city council. These are somewhat sweeping and comprehensive in their general terms but were not insisted upon by the promoters, who said they were will ing to accept modiflcatons that the town considered essential. For in stance, the street railroad franchise grants right of way through any street or public alley in the city, and another section reads as follows: "Section 3. If the work on the said railway shall not be commenced withn six months from this date, this franchise shall become void; but if the work on the street railway shall be commenced within six months from this date, the right thereby granted shall continue for fifty years from this date." It will be seen that no provlson is made that the enterprise shall be completed within any specified time, and undoubtedly the Weston city council will set a limit for comple tion, perhaps of three years, before granting a 50-year franchise. CAMP MEETING IN GROVE. The Heavy Rain of Last Night Kept Many Away Camp Ground Rapid ly Filling Up With Campers. Very few people from town were out to the. Adventist camp meeting last evening on account of the hard rain, although services were held and those camped on the ground had a good meeting. People are still coming In from all directions and In every conceivable wayby train, wagon and buggy and the camp grounds are fast filling up, although they will continue to come until the last of the week when most of those connected with the conference, In a business way, will have arrived.
