All quasi-public corporations must pay into the state treasury in the fu ture a tax of 1 per cent on thatv gross Incomes, and all private cor porations, formed for the purpose of profit must pay one-tenth of one per cent uu their capital stock. These two laws, which in their earlier stages have been known as the Wills and Cole bills, were passed by the senate a few days ago. The Tom Johnson movement in the state influenced the republicans to take the step in taxation in order that john- son's efforts might be forestalled. The house having already nassed them, and as the governor of Ohio has no veto power they will go into effect at once. Together the two new laws will add $2,000,000 a year to the state treas ury, but they have an even greater importance than this, for they are the main steps in Governor Kas'h's tax ation plan, which when fully carried out will work an entire reorganiza tion in the tax system of the state. Only the First Step. They are the main steps toward bringing about a condition in which direct property taxes are as a means of securing revenue for the state got- ernment will be entirely abandoned, while every cent of the necessary money will be secured from corpora one form or another. The property taxes both on ril estate and on personality, are to be left to thk! counties aud municipali ties exclusively. In this way the state board of equalization will no longer have auy reason for existence as it will make no difference to one part of the state how high or how low the assessment is in another part, and the abolition of the board will normally follow. In carrying out the scheme still further a bill will be passed by both house and senate levying a tax of 2 per cent of Oieir premiums on all for eign insurance companies doing- busi ness in the state, whereby ?800,000 a year will probably be raised. There are Two Classes. All the corporations in both classes are required to file with the secretary of state the information upon wrich thertax levy against them) is to be made. Private corporations charter ed in Ohio and existing for the sake of profit must file the facts about their capital stock, subscribed and paid up, and its par value, in May. The secretary of state is then at once to charge and collect the tax of one tenth of one per cent. Foreign corporations for profit file their statements in September, and are taxed only on that proportion of their capital stock owned and used in Ohio. Corporations not for profit must report in December. If they are religious, benevolent or literary corporations they pay a fee of $1. lf fthey exist for other purposes they pay $10. The penalty for disobeying the law is a fine of $500 and $100 a day addi tional. If corporations complain of their tax the secretary of state must first hear them, and from him they can appeal to the auditor of the state, the treasurer of state and the attor ney general, whose decision shall be final. ' The public service corporations affected by the Cole bill are electric light, gas, natural gas, pipe line, wa ter works, street railways, express, telephone, telegraph, messenger or signal and union depot companies. First Time for Some. The suburban or interurban rail ways, express, telegraph, telephone and union depot companies are in cluded for the urst time, while the others are raised to 1 per cent of their gross earnings from the of 1 per cent they paid before. Railroads must tile their informa tion in September, but all other com panies in May, To compensate the corporations for the extra burdens, several amend ments were introduced and adopted. One is a resolution providing for the submission of a constitutional amend ment striking out the provision that all property be taxed according to uniform rules.
