Smoke Pendleton loquet Cigar. "CONSTANT IMPROVEMENT." Manager McCabe, of the W. & C. R. R., Says That Is His Road's Pol Icy. Joseph MlcCabe, general manager of the W. & C. R. R. Company., who was here Saturday from Walla Walla, says that liis road is working under a pol icy of improvement of the roadbed and equipment, that proposes to make that system just as perfectly prepared to haul traffic as good conditions will make it. "We are spending considerable money,"vsaid he, to the East Oregon Ian, "and from Pendleton to Hunt's Junction and from Hunt's Junction to the northern terminus, wo are con stantly watching for opportunities to give the public better service. Sev eral steel bridges are being built, and the work for better right of way in volves the expenditure of many thous ands of dollars." Ml J. Roche, which, being Interpret" ed, means "Mike" Roche, is the rep resentative of the Denver & Rio Grande, and he Is here to look after matters pertaining to that road. Mike is also one of the disposing powers in the affairs of the Portland baseball team, and counsels all of th'e people in the interior to support ball games and ball teams, if they wish to make their calling and election sure. If Mike were to be endowed with omnls cent power, he would compel every man, woman and child in the world to pay a tithe into the local baseball treasuries. PENDLETON DOG ENTERED. Wamsiey's Umatilla Queen to Portland Bench Show, Be in Members of the Portland Kennel Club are making every effort to make the coming bench show, on April 16 to 19, a success. They have had a number of entries from California, and are expecting several from the Puget Sound cities. A. B. Jackson of Spokane, will have some fine dogs in tho contest; also F. F. Wamsley, of Pendleton, owner of the famous Umatilla Queen. The usual arrange' ments will be made for a dog holl day. E. H. Clarke, the well known wool buyer, stated to the East Oregonlan this morning that the wool market has not yet assumed shape for quo tations to bo made. Somo purchases have been mado but not much has been bought. The situation horo ap pears to bo Influenced by the inac tivity at Boston, where, to uso Mr. Clarke's words, "nothing is doing." Although the Boston wool market is in au unsatlcfactory condition, ho says, thero Is reason to hope that It will Improve, and that before the sea son is much older prices will bo upon a higher level. That Is truo notwlth standing the present tendency is for the market to weaken. Tho present downward tendency, in his opinion, will be followed by a firmer tono and higher values. What It Is.
