fectly natural desire, and. if there be
nothing in the tendency further than
the question of mere profits there is
not such reason to fear the effect upon
the country.
But. profit-making is not all. That
trust Is in Its very essence a viola
tion of the federal law that was en
acted to prevent such trusts from
forming. In so far as it concerns the
intention o.f the American people,
there is no doubt In the premises.
They Intended, when they passed that
law, to prevent the formation of
trusts such as the United States Steel
Corporation. And its existence Ib a
daily Insult to the American nation
upon the books of which stands a sta
tute making It unlawful to do as tho
steel trust has done.
Furthermore, the profits of that
trust are partly augmented by virtue
of the protection on steel and iron
products. It is almost unthlnlrnhl

The city of Des Moines has already
had occasion to take advantage of the
initiative and referendum and be
lieves It to be of Immense value.
Representatives are elected to enact
the will of the people into law. Now
they can only guess at the people's
will on any great question, and if

"agents" and the people their prin
cipalqueer agents who can give
away their principal's property de

sible to him during their term of ser
