The final steps in the formation of
the National Millers' Federation, rep
resenting a total capital of ?400,000.

An Announcement.
i The advocates of the initiative and
referendum say that the true ques
tion is not whether our present sys
tem of government Is good that is
admitted, but "can It he made bet
ter?" Our government has been
greatly improved In the last 120
years, and we believe it can be great
ly strengthened and further improv
ed. We do not suircest the nhnllMnn
of any legislature or house of legisla
ture. We believe in legislative bodies
for quick action in the ordinarv af
fairs' of government, and as a svstem
of checks and balances, but we ask
also a final check on them in the
hands of the people.
We do not ask its application to na
tional affairs until the American neo-
plo have proved its value and prac
ticability to them on important state
laws.

Camp. No. 41, it It makes good its de
termination to save some of those
wagers, "will Have to hurry." Four
teen candidates were Introduced into
the mysteries of Woodcraft, and 19
applications were received for mem
bership. This brings tho total of

Tiie circle took another important
and progressive step in their history
last evening. The meetings were
changed from twice a month to onre
a week, and the night was changed
from Monday to Wednesday. This
gives Daphne circle a very material
advantage, as it enables it to cut
down the delay between the election
to membership and Initiation which
will be much more satisfactory to ap
plicants. Altogether. Daphne Circic Is mak
ing the chips fly in their part of the
forest.
