GENERAL NEWS The proposed change of the rural free delivery system to the contract lasls has been embodied in a special hill ordered reported by the house committee on postofilces and post roads. George Primrose, the minstrel, "says lie is to retire from the stage. He has said so himself, and while many ac tors have made the same assertion,, together with numerous "farewell," tours, Primrose seemed to be most earnest in his declaration. Oue of the heaviest southwest storms that has been experienced in many years, struck San Francisco Tuesday. The wind attained great ve locity, blowing 45 miles an hour in the city, while at Point Reyes it reached GO miles at 7:30 o'clock. Joseph Wilfrid Dlondin, who was accused of the murder of his wife near Boston last June, by cutting off her head, was arrested at police head quarters in New York. He had gone to headquarters to take an examina tion for an engineers' license. Robert C. Plerson, ex-postmaster at Louisville, 111., pleaded guilty in the '.federal court at Springfield, to embez zling postofR.ee funds, and was sen tenced to two years at the Chester penitentiary and' to pay a line of $3, 440. The amount embezzled was $1, 200. The Cole excise tax bill passed the lower house of the Ohio legislature and favorable action is expected in the senate. The bill provides for the levying of a tax or 1 per cent upon the gross annual receipts of electric light, gas, natural gas, pipe line, water works, street railway, messenger, sig nal, telegraph, telephone, express or union depot companies doing business in Ohio. PACIFIC NORTHWEST NEWS Speculation as to What the Company Will Undertake Next. Dayton, Feb. 27. The crew of Japs ! now at work laying the track from ! Dayton to Turner, the present terml- I nus of the O. . & N. branch Into the j Covello wheat belt, will finish their i work in a few days and it will only bo a short time until the road will be ready for traffic. Dayton people are again speculating as to what will become of the late agitated move to build the Turner-Delaney cut-off. which has been surveyed from that place to tap the Pomeroy branch and place Dayton on the main line. It Is rumored that this is to be the next scene of operation on the part of the railroad company in this section. This rumor is strengthened by the report from Lewiston that the Harriman syste mis planning to place in oper ation a line from that place to Star buck. Another element of confirma tion is lent to the talk by the fact that Captain Wandsor, superintendent of construction for the Oregon Rail orad & Navigation Company, has been in Dayton some time, -and it is unusual for so high a construction of ficial to follow a gang of Japs when they are only working on a spur and laying tidetracks. Tho fire strated at 21 o'clock In the morning. The property loss was $17,000. A Spokane Idea to Make Convenient Remittances Through the Malls. A story has been published in a Walla Walla paper to the effect that a movement is on foot, which was inaugurated in Spokane, for a new postal regulation which will save the sending of postage stamps through the mails. It calls for the establish ing of a certificate system, each certificate not to exceed $1 in value, these to be purchased at the stamp window of tho postoffice. They will be directed to persons to whom it is the desire of the purchaser to send stamps and none other will be able to secure the monoy on them. When presented at any postofilco in the United States either stamps or coin may be secured for them. No .addi tional charge will be made for Issuing these certificates and they are to bo for the purpose of avoiding tho ne cessity of sending stamps through the malls as well as affording a cheap er means than the postal monoy order or registered letter, of transporting small amounts. It Is believed they would greatly Increase the mall order business. The Treasuryshlp Contest will Come to Trial Next Week. The election contest case of Geo. D. Peehler against S. K. Yates, whereby plaintiff contests the elec tion of defendant to the olllce of coun ty treasurer in the June election of 1900, is expected to come up for trial next week, and a new comit of bal lots ordered. The suit was brought on the grounds that the counter the election hoard was not correct and that Mr. Peehler was elected over Mr. Yates by a majority of 141, in stead of Mr. Yates getting 7, tho plu rality, as was made ottt by the official count. The suit was filed immed iately after the election and lias been in court ever since without any definite action being taken. The al legations arc: That in June, 1900, 1410 votes were cast for plaintiff against 1279 for defendant and that the election board, consisting of the county clerk, Joe H. Parkes, and Geo. P. Rosenberg, canvassed the votes and found that plaintiff had only 1341 and defendant 1348 mak ing the latter a majority of 7 votes and, they, therefore, declared it an official canvass and on their count the certificate of election was deliver ed to defendant. Plaintiff also claims that the yotes or several precincts were erroneously counted for defend ant, when they wore cast for plain tiff and in several precints divers per sons voted that were not entitled to such a vote. Mr. Peehler, therefore, prays for a recount of the ballots to determine whether It was he or Mr. Yates that was lawfully elected to fill the office of county treasurer. HAD ONLY TWO BITS. SHEEP FOR CHICAGO. Boylen and Clark to Ship Thirteen Car Loads to that Market. Boylen & . Clark will ship .13 car loads of sheep to Chicago, on 'Satur day, March 1, over the O. It. & N. railroad. The sheep are about even ly divided ewes and wethers. The cars in which these animals will be shipped are double deckers, and each car will carry 210 of them. There will, consequently be about 3460 sheep in the shipment. They have been on the feed lots during the winter and are ready for the chop ping block. The animals are fat owes, in prime condition. General Bell Has Gained Control for Federals. General J. Franklin Boll has prac tically cleared up tho insurrection in Batangas Province, the troop under his command having made a clean sweep of the district. It is not be lieved that all the insurgent arms have been captured or surrendered, but that a number of thorn havo been taken by the insurgents to other pro vinces or safely hidden. The Increase of robber bands in the provinces of Tayabas and Cavite shows the effects of the drastic measures adopted in Batangas and Laguna provinces. General Bell says the people oftho latter provinces never realized the terrors of war until they personally experienced its hardships, owing to the closing of the ports and the con centration of the natives in the towns and he believes that the insurgent leader Malvar is becoming exceeding ly unpopular with tho Filipinos and that when the natives, cease to fear his vengeance many -will be found willing to betray him. What has helm said of Batangas province applies al- mostly equally to Laguna. Minister Wu to Mayor Phelan. Minister Wu met Mayor Phelan of San Francisco at tho Waldorf-Astoria a few days ago and proceeded to express his opinion of him. "You are the enemy of your country," he said, "you are hostile to the Chinese. You are trying to keep tho Chinamen out of the United States." When the mayor told him that it was necessary to keep coolies out in order to pro tect American labor Wu agreed with him, but the Oriental diplomat insist ed that the mayor desired to go too far, and ho warned him that if his plans were carried through China would keep Americans out of that country. TESLA'S WIRELESS TELEGRAPH. Expects to Announce Success In Few Months. Nikola Tesla says that ho is nearly ready to make a practical test of his system for. wireless telegraphy at long distances. He told a reporter that he expected to make a definite announcement on the subject In three months. In August last, however, ho purchased 300 acres of land at War dencllffe, L. I., and announced that his principal station on this side of the Atlantic would be stntloned there Wardencliffo is on the north shore of Lopg Island, about sixty miles from New York.
