to the battle should have been cen

Sampson and Long as guilty or re-(jv
ffirehensible conduct, there should
mtil have been any delay, if Sampson
(bought Schley not fit to command,
3ie should have taken from him the
control of the fleet and given It to
another when he steamed away to
consult General Shatter just before

Althought Roosevelt technically
sustains the court of inquiry, it is
rident that he believes that Schley
deserves much credit for the victory,
Smt that also others of the command
ers should have praise for tho gal
lint handling of their ships, and the
seen for their conspicuous bravery.
It is difficult to see how Secretary
Long can extract must comfort from

However, the American people will

"CRISIS ON THE COAST."
An esteemed oxchnnge remarks
that the coast has now to face a cri
sis and that it is necessary that all
cities and localities pull together for
the advancement of this portion of
the continent. It is a remark worthy
wide reading, and will he found re
printed elsewhere in this paper.
Heretofore, there has been deplor
able contention and quarrelling be-
tween this aim tnat city ana jeatous-
total of effective energy. Portland
has had to light the influences of the
Sound and San Francisco, Tacoma
has had to fight Seattle, and Seattle

CRISIS ON THE COAST.
Enough time should have elapsed
to show the four cities of thj Puciflc
Qoast that the prosperity of one
place does not necessarily involve
and is not dependent upon the cor
responding loss of some other place.
The business done at Seattle, within
recent years, is not the b islness that
used to be done at San Francisco,
Portland or Tacoma. It is mnv busi
ness. All have grown while ench
was growing.
Boston and Philadelphia and Bal
timore could not be New York, but
each grew while New York was also j
growing. So it will be with the

the other edge of the continent. It
is not a time for diversion of ener

Pacific coast history is coni'ng on for
settlement at Washington, and every
nerve here should be strained to see
that it is settled right. Our com
