LABOR OR CAPITALIST,

Henry George, Jr., Argues From
Dunn's Report and Other Conserva
tivc Journals.
If it should lio shown on indisputable
authority that this groat era ot pro,
perity that we are now so loudlv o.v
tolling is not the glorious condition
for the masses of men after all. how
astonished some of us would be! And
yet il ls is just the kind of laf-irea-tion
that comes from the most re
spected and conservative authorities.
Pretty nearly everyone will agroo
that the common remark that the
worsingman is getting a substantial!
share of this prosperity boom because
wages have been increased and bo-;
cause the trusts, through thetr great
economies hi administration, have
been enabled to cut down prices on ;
the intelligent policy outlined bv
Mr. Steel Corporation Schwab that it !
is better to get large business at mod-1
ernte prices than to strangle business
and demand high prices. And pretty
nearly everybody having no contrary
evidence at hand, and not giving any
but a superficial thought to the mat
ter anyway, concludes that the work
ingman is having a glorious time of It.
and that there is much truth in what
President Roosevelt said in bis mos
sage. thnt. "it is not true that while
the rich are getting richer and the
poor are getting poorer." And thus
the workingman. the foundation of
the industrial structure, appearing ,
to ue in such favorable environments,
it is concluded that this prosperity
has come to stay for a long time, and
that the great trusts, or what Mr.
Schwab prefers to call the great con-
solidations. are really a benefit to
mankind, and their managers and '
supporters would have us believe. I
But unfortunately for this view of
things. Dun's Review, published by
the largest and perhaps the most re
liable mercantile agency In the coun
try, R. 0. Dun & Co.. of New Yoik
City, in making a careful review of
the business world for the year end
ing December, mil. makes the as

elaborate table based upon 350 arti
cles, with due allowance for the rela
tive importance of each and ranging
over a period of fourteen years from
Jaupary 1. 1SSS. to January 1, 1902.
These 350 articles represent seven dif
ferent heads, towlt: BreadstulTs,
meats, dairy and garden products,
other foods, clothing, metals and
miscellaneous products and the to
tals show that the cost of living was
C per cent greater in 1'Jno than in
1S90, or ten years before; that it was
31 per cent greater in 1900 than in
ISm and 40 per cent greater in 1901
than in 1S97. or four years ago.
Now, it might lie pointed out that
this was during the last four or five
years that the great monopoly combi
nations were formed these combin
ations that most of us call trusts, but
Mr. Schwab preferrs to call "consolid
ations." They have formed not in a
few, but in most of the large avtnues 1
of production, so that it might be as
sumed by the average person that
this increase of 40 per cent in thd
cost of living shown In Dun's Review
has come as a consequence of the os- j
tablishment of the trusts. Hut far be
